中文摘要:监理企业作为一种有偿性技术服务行业,其向市场提供服务的价值载体---监理人员对监理项目的成败及企业口碑、品牌的打造也都有着重要的意义。因而建立一套完善的监理人员绩效管理体系,并有效地贯彻执行该体系己成为很多监理企业的迫切诉求。本文正是立足于HW监理企业的这种需要对监理人员绩效管理进行探索性的研究。 本文在介绍HW监理公司概况和绩效管理现状的基础上,对其绩效管理问题的原因进行了详细的分析。进而以公司战略目标为核心,论述了建立绩效管理体系的原则,并进一步论述建立之前的基础性工作。建立了从财务、客户、内部流程、学习与成长四个维度的员工绩效考核指标体系,主要以总监理工程师和专业监理工程师为例进行了详细阐述。对于绩效管理的实施从计划、执行、检查和改进四个环节进行论述。并阐述了考核结果的运用和绩效管理运行的具体保证措施。 本文共分为六大部分: 第一章为绪论。阐述论文研究的背景、意义、问题、内容、方法和技术路线。第二章为理论回顾阐述了绩效管理理论的内涵、作用和内容,以及绩效管理的手段和方法。第三章为HW监理公司的绩效管理体系现状和问题分析。阐述了HW监理公司的概况、员工和工作特征、内部流程,以及现在绩效管理体系存在的问题,并针对问题进行了分析,找出产生的原因。第四章为HW监理公司基于平衡计分卡思维的绩效管理体系设计。阐述了绩效管理体系设计的原则、目标、采用的考核指标和权重分配方案。第五章为实施及保证措施。阐述了实施绩效管理体系之后的情况,以及对于绩效考核结果的运用,同时本章还阐述了绩效管理体系的支持系统。第六章为结论。  
英文摘要:Supervision business as a paid technical services industry, its value carrier -- supervisors plays an important role in project success and company brand building. Therefore, establishing a comprehensive supervisor performance management system and implementing the system effectively has become an urgent demand of a lot of supervision companies. This paper is based on such demand of HW supervision company to study performance management of supervisor. Based on the overview of HW supervision company and its performance management state, this paper analyses the causes of its performance management problems. And circled around the company's strategic objectives, we discuss the principles and previous work of establishing performance management system. In this paper, we create a performance appraisal index system which has four dimensions: financial, customer, internal processes and learning and growth. We take chief supervision engineer and professional supervision engineer as examples to describe it. And we also describe how to use the assessment results and set specific measures to ensure the implementation of performance management. This paper has six chapters. Chapter 1 is an introduction which describes the background, significance, problems, contents, methods and technical route of the study. Chapter 2 is the theoretical review of performance management theory, the role and content, as well as the means and methods of performance management. Chapter 3 analyzes for HW supervision company performance management system status and problems, describing the profiles of HW supervision company, characteristics of employees and jobs, internal processes, and the problems of the performance management system. Then analyzes the problems and try to find the causes. Chapter 4 is the design of HW Management Company performance management system which is based on BSC theory, describing the design principles, objectives, assessment criteria and weights distribution scheme. Chapter 5 is the implementation and assurance measures, describing the situation after implementing the performance management system, as well as the use of performance appraisal results. And this chapter also describes the support system of performance management system. Chapter 6 is conclusion.
