| 中文摘要: | 当前,随着我国经济的快速发展,城镇化和机动化的高速发展阶段已经到来,城市交通问题正日益成为制约我国大城市经济社会发展和城市各项功能发挥的瓶颈,对于天津市而言,轨道交通成就斐然,目前,天津市运营线路共四条,分别是地铁1、2、3号线和津滨轻轨,运营线路总长135公里。到2020年,总计230公里,届时总里程超过400公里。但是发展过程中面临着建设融资困难、不能按时完成工程进度、运营亏损严重、政府财政负担重等诸多问题。本文在介绍公共物品理论和公司治理理论的基础上,着重分析了城市轨道交通产业的特点,结合天津轨道交通发展历史和未来规划,以天津滨海快速交通发展有限公司为重点,对企业治理现状、存在的问题及产生的原因进行了分析,在此基础上提出了适合天津轨道交通发展实际的盈利模式及具体措施。本文透过光辉的历史表面指出了天津轨道交通企业背后面临的很多问题,定位不准,过于强调社会效益,忽略经济效益,企业自身亏损严重;未来新线建设融资困难,政府财政补贴无法到位;公司治理体制混乱,行政型治理代替企业市场行为。针对这些问题,提出企业效益观应该是:经济效益为主,社会效益是企业发展的源头,经济效益是社会效益的基础;并指出只有走市场化道路,变行政型治理模式为经济型治理模式,实现轨道交通企业的盈利,才是解决上述问题的关键,也是实现天津轨道交通长远发展的关键。面对如何实现企业盈利这个关键性问题,在分析各项盈利因素的基础上,运用增收节支思想,提出了天津市轨道交通企业的盈利模式,主要包括:通过内部和外部公司治理机制的作用拓展盈利空间,通过建立网络化运营组织体系减少巨大的运营成本,科学合理的制定票价保证收入,运用TOD理念做好土地开发,最大限度发挥城市发展对沿线土地的升值作用,通过全方位产业链各节点的资源开发增加收入。 | |
| 英文摘要: | At present,with the rapid development of our country’s economy,the high-speed development stage of urbanization and motorization has arrived,and the city traffic problem is increasingly becoming a bottleneck restricting China's economic and social development of big city and the city function. In Tianjin city,rail transit has been the star performer. At present,the city of Tianjin line operates a total of four, including line1,2,3 and the Jinbin light rail,which is 135 Km in total. By 2020,It will be a total of 230 kilometers, and the total of length is more than 400 Km. But we are faced with many problems in the development process,such as the financing difficulty,construction on the subway system behind schedule,the serious operating loss,and heavy financial burdens for the government. This paper introduces the theory of public goods and corporate governance,focusing on the analysis of the characteristics of city rail transit industry. We base our analysis on Tianjin Binhai Mass Transit Development Co. Ltd combined with the Tianjin rail transit development history and future planning,including the corporate governance situation,problems and the causes in career advancement. In this paper,we point out many problems behind the Tianjin rail transportation enterprises through the historical surface shining,such as inaccurate positioning,too much emphasis on social benefits,economic benefits of the enterprise itself ignored,serious losses,the future new line construction financing difficulties,government subsidies are not available,the corporate governance system is chaotic,and the administrative governance instead of market behavior of enterprises. Aiming at these problems,we should put forward the enterprise benefit view that economic benefit is the most important, social benefit is the source of enterprise development,and economic benefit is the foundation of social benefit. It is obvious that taking the road of the market and achieving orbit traffic the profitability of enterprises is the key to solve the above problems and fulfill Tianjin rail transportation long-term development. How to achieve company profit? To solve this problem,it is advisable to increase revenue and reduce expenditure based on the analysis of the profit factors,which is Tianjin city track transportation enterprise profit pattern. The pattern mainly includes: expanding the profit space through the internal and the external company governance mechanism,reducing operation cost through the establishment of a huge network operation and organization system,establishing a scientific and reasonable price to guarantee income,using TOD idea in the land development,maximizing the role of the land along the appreciation of city development,and increasing income through the exploitation of resources for each node of the whole range industry chain. | |
