中文摘要：	数字时代的到来，使图书馆在网络环境下同时面临着机遇和挑战，本研究介绍了数字图书馆联盟的发展历程，以及国内外数字图书馆联盟的发展现状，探讨了数字图书馆联盟的含义、类型、意义和特点，可以看出数字图书馆联盟是数字图书馆建设的一种新的发展形式和趋势。 要适应图书馆在新的条件下的发展，就要有适合的管理方式。本研究运用SWOT分析法对数字图书馆联盟的优势、劣势、机遇、威胁进行分析，得出结论应该对数字图书馆联盟实施集成管理。 集成管理作为一种新颖的管理模式，越来越成为管理理论的新热点，最初还是应用在企业管理领域中。集成管理的特征是使各项集成要素之间能互补匹配，形成更加高级有序的整体结构，形成独特的竞争优势。 对数字图书馆联盟实施集成管理, 实质上就是将集成思想创造性地用于数字图书馆管理实践的过程, 其核心就是强调运用集成的思想和观念指导数字图书馆的管理实践。要实现这个目标需要相应的方法手段完成，用一个词表示就是——虚拟化，具体有知识虚拟化、业务虚拟化、人员虚拟化、组织虚拟化四个方面。另外还有一些影响因素影响联盟的建立和发展，应该一并考虑。综合而言，数字图书馆联盟集成管理框架是以管理主体为主导，管理对象、方法手段、影响因素为辅的相互作用的有机结构。 如果集成管理框架给数字图书馆联盟的管理设立了总体模式，那么还需要有具体战略和策略的指导。基于此，可以借鉴集成管理战略及其策略支撑体系来指导数字图书馆联盟的具体工作。这个支撑体系由四个部分组成，即整合增效战略，协同旋进策略，虚拟联盟策略，以及泛系统策略。整合增效战略是要达到的总体目标，协同旋进是开展联盟工作的过程，虚拟联盟是手段，泛系统策略给与观念指导。 最后举了国内外两个数字图书馆联盟的案例，经过分析得出结论，集成管理应用到数字图书馆联盟中是可行的方法。
英文摘要：	With the arrival of digital age, libraries are facing both opportunities and challenges under the new network environment. The research introduces the development history of Digital library federation as well as its development status home and abroad. The paper also discusses the definition、the type、the significance and the characteristics of digital library federation, from which conclusion is drawn that Digital library federation is one new development form and tendency in building digital library. The suitable management mode should be adopted in order to adapt the development of library under new conditions. The research uses the analytic tool—SWOT to analyse the Digital library federation's strength, its weakness as well as its opportunities and threats, thus drawing the conclusion that the implementation of integrated management is needed in the Digital library federation . The integrated management, which as a new management mode, has increasingly become a research focus in management theory and it is applied in business management initially. The character of integrated management is to make various integrated elements matched each other, thus can they form a higher-level、ordered integral structure and form the unique competitive advantage. The implementation of integrated management of Digital library federation is materially the course of creatively applying integrated concepts to Digital library’s management practice, the core of which is to lay emphasis on the instruction of integrated concepts in Digital library’s management practice. Suitable methods should be taken in order to achieve the goal. That is “virtualization”, if use one word to explain, which includes the knowledge virtualization, the service virtualization, the personnel virtualization specifically. In addition, there are some other factors influence the establishment and development of federation, which should be considered together. Generally speaking, the frame of integrated management in Digital library federation is an integral structure in which the administrative body takes the leading role, and the administrative objects、methods and means、influencing factors play supplemental role. In addition to the integrated management frame which sets up the aggregated model for the Digital library federation's management, specific strategy and its tactics system are also needed. Based on this, the strategy and tactic system of integrated management can be used for reference to instruct the practice of the Digital library federation. The system consists of four parts, including conformity efficiency strategy, coordination precession strategy, hypothesized alliance strategy, as well as general system strategy. The conformity efficiency strategy is the general goal which needs to be achieved; the coordination precession strategy is the process of developing federation’s work. Virtual federation is the method, the general system strategy offers the concepts instruction. At last the research offers two cases of Digital library federation in domestic and foreign countries. After in-depth analysis the conclusion is given that the application of integrated management is feasible in Digital library federation.
