中文摘要：	当今世界，随着全球环境问题的日趋恶化，发展低碳经济已经成为世界各国政府的共识。低碳经济、节能减排已纳入国家的“十二五规划”，成为中国全社会共同关注的话题。而变频柜作为实现节能减排的重要产品之一，也因此被国内外企业所特别关注。西门子变频器有近40年的历史，其低压变频柜产品一直保持着世界领先的市场位置，这样的成功与西门子对组织过程资产的管理及组织过程资产在低压变频柜产品研发项目中的有效利用密不可分。本文通过对西门子低压变频柜研发项目组织过程资产的研究，把管理理论和西门子研发项目管理经验相结合，首先，对西门子低压变频柜研发项目组织过程资产的分类、评估以及具体的管理方法和管理过程进行了分析归纳整理，并在此基础上建立了组织过程资产管理概念模型和组织过程资产管理过程模型。其次，论述了西门子低压变频柜研发项目中的知识管理活动与组织过程资产之间的相互影响关系，提出了组织过程资产既是组织显性知识的表现形式也是组织管理隐性知识的文件手段；既是组织开展知识管理活动的基础，也是组织进行知识管理活动的重要输出之一。最后，从组织结构与制度、组织过程资产基础设施和组织文化三个方面论述了组织环境对组织过程资产的支持作用。另外，用一个西门子研发项目案例对之前的研究进行了印证。本研究的内容不但拓展了对组织过程资产概念的理论研究，对西门子低压变频柜相关组织过程资产的进一步完善也具有一定指导意义，并且对国内同行业企业的组织过程资产积累与持续发展具有较高的参考价值。
英文摘要：	In today's world, with grave global environment problem, the consensus among every country’s government is to develop low-carbon economy.Low carbon economy, energy conservation and emissions reduction have been brought under China's "Twelfth Five-Year Plan", and became the topic of the concern of the whole society. Frequency converters, as one of the important products to achieve energy conservation and emissions reduction, are concerned by domestic and foreign enterprises. Siemens inverter has about 40 year’s history and remained the world's leading position in market, which is closely related to Siemens’ organizational process assets management. Through the management, the organizational process assets have be en effective used in the product research and development projects. Through the research of Siemens’ R&D projects, this thesis has combined the management theory with Siemens R&D project management experience, and summarized the focused organizational process assets, related assessment and management methods, based on which set up the conceptual model. After that, this thesis discussed the relation among knowledge management activities and organizational process assets, and put forward that the organizational process assets is not only one kind of explicit knowledge but also a way to management tacit knowledge. And it is not only the base for knowledge management activities but also among the output. Finally, this thesis discussed the support from organizational environment on the organizational process assets. Furthermore, a Siemens project case was introduced as evidence. The research achievement not only extends the theory of organizational process assets, but also has a guiding role on the development of organizational process assets of Siemens’ low-voltage frequency conversion cabinet. Furthermore, the thesis has a certain reference value for domestic enterprises in the same industry.
