中文摘要:摘 要 经济全球化和全球信息化的不断发展,对世界经济发展形势和经济秩序形成了颠覆性的改变,信息化技术和信息系统的应用已经成为大多数企业发展的不可或缺的组成部分,信息技术能够为企业带来高效便利的通讯、准确持续的业务数据、合理高效的流程、智能的数据分析和决策辅助等。信息化建设同样广泛应用于化工制造企业,并已成为企业日常生产和运营管理的重要支持,有效实现生产和运营管理的优化和提升。 本文通过万华化学公司在建的工业园区为研究对象,对企业智能工业园信息化基础设施项目建设进行案例分析,结合企业智能工业园的建设特点和信息化基础设施项目风险管理的过程,明确企业信息化战略作用和基础设施建设的重要性,智能工业园的信息化基础设施建设是园区实现智能化和信息化的基本条件,是园区数据通讯的传输通道,是智能业务系统运行的保障,是决定企业信息化建设和应用水平的基础。在企业进行信息化基础设施项目建设的过程中由于规划设计、跨专业衔接和施工进度要求等原因给项目实施带来众多风险,本文将风险管理的理论和智能工业园基础设施建设项目管理结合分析研究,提炼项目建设过程中存在的风险因素,对风险因素进行评估和分类,通过数据分析和对比研究找到合理的风险应对措施,实现风险的管控保证项目在可控制的范围内顺利进行直至项目完成,总结出项目过程进行全面、有效的风险管理对于整个智能工业园的信息化基础设施项目顺利完成起到关键的作用,整理归纳项目风险管理的实际经验为以后类似项目建设提供有效参考和借鉴。 本文对企业智能工业园信息化基础设施项目风险管理进行研究,是以项目风险管理的理论为基础,结合万华化学烟台智能工业园的信息化基础设施项目建设过程中的实际问题,对具体项目建设过程中发生的问题和风险进行研究。本文从结构上分为六章,第一章首先对万华化学企业背景进行说明,简要介绍了企业的发展历程、行业地位和企业获得的荣誉,对企业建设工业园区的计划投资、建设周期和建设目标进行了说明,介绍了过往企业信息化建设的工作成果和对信息化建设方面的重视,同时在本章中对整篇论文的内容概要、研究方法和框架结构进行了概述。接下来第二章主要对研究涉及和关联的理论基础进行回顾,包括相关的信息化、智能工业园区的理论概念和作用价值;对项目、项目管理和风险管理的理论内容、范围分类等进行介绍,最后重点介绍了项目风险管理的理论内容,包括风险规划、风险识别、风险评估、风险应对和风险监控等主要过程,对各步骤内容的具体说明尤其是对风险识别和风险应对的详细分解介绍。第三章进入到具体的案例分析阶段,本章首先介绍了企业智能工业园基础设施项目的基本情况和价值意义,接下来具体介绍了企业对于信息化基础设施方面的业务系统需求并对每项业务系统进行简要功能介绍说明,结合企业管理需求和信息化建设总结出信息化基础设施项目的建设目标,结合实际项目建设提炼出基础设施建设的特点,包括项目目标的不确定性、项目规模和进度的未知性、跨专业和交叉作业的冲突以及项目人员的影响因素等,进一步将项目特点结合风险管理总结出项目风险特点,最终整理出项目实际过程存在的8条具体的风险问题,为下一步的风险分析提供案例支持。第四章是本文的重点章节,结合第二章介绍的风险管理理论基础对信息化基础设施项目进行具体的风险分析,项目风险规划介绍了项目风险管理的组织架构和各小组职责,项目的风险规划方法和项目进度里程碑等内容;接下来对实际项目风险进行风险识别,介绍了风险识别的原则、方法和具体识别过程,最终将第三章中介绍的8条风险问题进行识别确定风险类型;下面进入风险评估阶段,首先介绍风险评估的作用和基本过程,其中对采用的列表排序法进行了说明,最终通过列表排序和评分整理出最终的风险评估结果,各种风险的等级排序依次为:领导风险、规划设计风险、协调风险、组织内人员管理风险、质量风险、进度风险、安全风险及财务及合同风险,为下一章节核心的风险应对提供数据基础。进入第五章,本文解决问题和风险应对的重点章节,首先结合项目建设特点明确了项目风险应对的必要性,接下来针对风险评估结果的8条风险要素按照顺序进行具体的风险应对,在风险应对过程中特别强调了人员的职责明确和目标的确定跟踪,风险应对措施不仅关注项目风险管理的制度制定和人员分配,同时注重对项目实施案例的引用和说明,通过实际项目建设中的案例生动、准确的描述风险应对措施;在明确风险应对措施后通过预警制度、标准化、风险跟踪和识别新风险三种措施实现风险的监控,从而形成完整的风险全生命周期的应对,从而实现项目的科学风险管理。最后一章对全文的研究和分析进行总结,整理出风险管理对于智能工业园信息化基础设施项目建设的重要作用,通过风险管理信息化基础设施项目的成功实现,体现出项目风险管理对于智能工业园的作用和价值,项目实施过程中的风险因素、风险特点以及应对管理办法进行了分析和总结,可以为日后类似项目建设实施风险管理工作提供借鉴。 关键词:智能工业园;信息化基础设施;风险管理  
英文摘要:Abstract With the development of economic globalization and global informationization, there are some subversive changes for the world economic development and economic order. Information technology and the application of information system are integral parts for most enterprise development. Information technology can takes convenient communication, accurate continuous business data, efficient process, intelligent data analysis and decision aids etc. information construction are widely used in manufacturing chemical enterprises. Production and management of the company rely on informatization technology and operation system to realize the promotion of production and management. This paper utilizes the industrial park under construction of Wanhua chemical as object of study, information infrastructural construction of intelligent industrial park project as a case study and combination with construction features and risk management process of intelligent industrial park to clear the importance of business informationization strategy and infrastructure construction. Information infrastructural construction of intelligent industrial park is the basic condition for industrial park to realizing intelligentialize and informatization, the transmission path for industrial park to communicate data, the security for industrial park to operate intelligent business system and the foundation to decide the information system application level of the enterprise. Because of planning programming, transdisciplinary cooperation, construction in schedule requirements and some other reasons, there are some risk of project implementation in the process of the enterprise to realize informatization infrastructure construction. This paper is based on theories of project risk management and combination with a real case, which is the informatization infrastructure construction of Wanhua Chemical Yantai intelligent industrial park, to extract risk elements during project construction and do analysis and classification, through data analysis and comparative study to get reasonable risk handling measurement and realize risk control to guarantee the project under controllable range until project completion and getting the conclusion about comprehensive and effective risk management play key roles for the informatization infrastructure construction of whole intelligent industrial park and provide reference for similar projects in the future. This paper does a study about risk management for informatization infrastructure construction of enterprise intelligent industrial park. It is based on project risk management theories and combination with some practical problems of the informatization infrastructure construction of Wanhua Chemical Yantai intelligent industrial park and carries on research about some specific problems and risk during process of project construction. This paper can be divided into six chapters. Chapter one firstly giving the introduction about the business background of Wanhua Chemical, it provides a brief introduction about development history, position in industry and awards and give the description about investment planning, construction cycle and construction goals. It shows working achievement and importance of the enterprise informatization construction. At the same time, chapter one gives the overview about content outline, methodology and frame structure. Next, chapter two gives the review about this research involved and related theoretical basis, like relevant theoretical concept and function value of informatization and intelligent industrial park, content and classification of project management and risk management. At the end of the chapter, it focuses on content of project risk management, some main process like risk planning, risk recognition, risk assessment, risk response and risk monitoring. It gives detailed description about each step especially for details of risk recognition and risk response. Chapter 3 is about specific case analysis. Firstly, it introduces basic information and merit and meaning of informatization infrastructure construction of intelligent industrial park project, and next specific introduce requirements of operation system in enterprise informatization infrastructure part and each operation system has a brief function introduction description, which combine with enterprise management requirement and construction goals of informatization infrastructure construction, combine with infrastructure constructive features extracted by actual project construction containing uncertainty of project objective, unascertainty of project scale and schedule, conflicts of transdisciplinary cooperation and cross-operation and some other influence factors. It combines project features with risk features which extracted from risk management, and finally summarize eight specific risk problems during project real process to provide case support for risk analysis of next step. Chapter 4 is the key section of this paper, combination with risk management theory of chapter 2 to do the specific risk analysis for informatization infrastructure construction. Project risk planning introduces organizational structure and responsibility for each group of project risk management, risk planning methods and milestone of project progress etc. Next it does risk recognition of the actual project risk, introduction principle, methods and specific recognition process of risk recognition. At the end of it gives recognition to determine risk classification for eight risk problems which introduced in chapter 3, and then go into risk assessment stage. Firstly, this paper introduces function and basic process of risk assessment, in which gives the description of adoptive list sorting method. Later through list sorting and marking to get the final risk assessment result, and each level is: leader risk, planning and design risk, coordination risk, intra-organizational personnel management risk, quality risk, schedule risk, security risk and financial and contract risk, which provide data foundation for nuclear risk response of next section. Chapter 5 is the key chapter for problem solving and risk response. Firstly, it combines with project construction features clearly necessity of project risk response, and then focuses on eight risk elements of risk assessment result do specific risk response in order, in the process of risk response emphasis personnel responsibility and objective tracking. Risk response measures not only pay attention to rule-making and personnel assignment of project risk management, but also pay attention to quotation and description of project implementation case through actual case during project construction process to accurate description risk response measures. After clearly risk response measures through warning rules, standardization, risk tracking and recognition new risk three measures to realize risk monitoring to construct full life circle whole risk response and finally realize scientific risk management. The last chapter gives the conclusion about the research and analysis to get how important risk management for informatization infrastructure construction of intelligent industrial park, through risk management ‘s successful realization of informatization infrastructure construction to show that project risk management’s function and value for intelligent industrial park and give analysis and conclusion of risk elements, risk features and response measures during implement process to provide reference for risk management of similar project construction in future work.
