中文摘要：	随着IT技术的变革、网络的飞速发展和三网融合速度的加快，电信运营商面临着来自于行业内部和外部的诸多挑战，中国三大电信运营商都在云计算业务方面进行试点，准备推出云计算服务。由于云计算业务在服务流程和管理内容方面远超出纯技术的范畴，所以要对电信运营商的云计算业务进行研究，梳理出电信云计算业务的运营流程与特征，挖掘组织方式和交互机制，给出各关键环节的管理方式。本文从供应链和服务供应链的理论入手，结合云计算的相关知识，通过对云计算产业链的分析，尝试建立了云计算服务供应链的模型，并给出了云计算服务供应链的网络结构和管理要素。进而通过对三大电信运营商云计算业务情况进行调查，分析了电信运营商在开展云计算业务时所具有的优势和劣势、面临的机遇和挑战，从而得出了电信运营商在云计算业务方面需要采用的策略和在云计算服务供应链上的定位。之后从云计算服务供应链管理的七个方面（信息流与技术管理、需求管理、能力和资源管理、供应商关系管理、绩效评价管理、订单管理、客户关系管理）对电信运营商的云计算业务的发展策略进行了阐述，针对各方面的内容给出了相应的对策。本文通过服务供应链角度对电信云计算业务进行研究，以期能够丰富服务供应链和云计算领域的理论研究成果，为电信运营商发展云计算业务提供理论依据，发挥指导意义。
英文摘要：	With the innovation in IT technology, the rapid development and convergence speed of the network, telecom providers face many challenges from inside and outside the industry. China's three major telecom providers have carried out a pilot in the cloud computing services, and gotten ready to launch them. As the processes and management content of cloud computing services is far beyond the scope of purely technical, it is necessary to study the telecom providers' cloud computing services and tease out its operational processes and characteristics, find all the key aspects of management through excavating its organization and the mechanism of interaction. From the theory of supply chain and service supply chain, by combining the knowledge of cloud computing and analyzing cloud computing industry chain, the author tries to establish a model of cloud computing services supply chain and gives its network structure and management elements. Then through the investigation of three major telecom providers’ cloud computing services and analysis of their strengths, weaknesses, opportunities and challenges, the author arrives at the strategies for the cloud computing services and the telecom providers’ positioning in the cloud computing service supply chain. After the development strategies from seven aspects of cloud computing service supply chain management (information flow and technology management, demand management, capacity and resource management, supplier relationship management, performance appraisal management, order management, customer relationship management) for telecom providers are described, all aspects of content gives the corresponding countermeasures. The research of telecom providers’ cloud computing services from service supply chain perspective would enrich the theories of service supply chain and cloud computing, provide a theoretical basis and play a guiding significance for the development of telecom providers’ cloud computing services.
