中文摘要：	随着信息技术的发展，IT的应用深入至各个行业领域，正在逐步成为企业获取市场竞争力、实现经营目标的关键因素。但是事实是，银行的IT发展现状却不令人乐观，存在诸如银行IT建设跟不上业务的发展，IT战略与企业战略一致性不高，IT风险与信息安全管理存在不足，IT基础设施与系统架构越来越不适应业务的发展等等问题。现在IT发展中存在的问题，不能仅需管理手段来解决，需要引入IT治理，从体制上加以解决。值得庆幸的是，随着对信息化建设作用的认识深入，加上监管力度的增强，国内银行业对IT治理的问题提高了关注度。 城市商业银行的前身是城市信用社，为服务地方经济和中小企业贡献着自己的力量，但是不管从经营实力，还是技术基础都和国有银行和股份制银行无法相比，是在夹缝中生存的一支力量，城商行的科技状况不言而喻。大连银行经过近十年的努力，信息化建设可以用突飞猛进来形容，标准的数据中心，一整套的制度体系，信息安全质量管理体系，都在随着业务的发展而不断发展。但是大连银行在信息化发展过程中也遇到了很多问题，如：IT投入与产出不对称、IT投资决策不清晰等。为了使大连银行的信息化建设更加有助于业务的发展，除了资金的投入，更重要的是建立一个权责明细的IT治理框架。本文结合ITgov(IT治理研究中心)的G3理论框架，将实现IT的商业价值作为IT治理的最终目标，将管理机制、IT运营和IT技术支撑作为IT治理得主体，旨在通过管理机制建设（组织建设、风险管理、信息安全）打造IT治理文化，技术支撑提高IT治理技术基础，IT运营提高IT项目的决策效率、投资回报率，保障系统的安全运维。 本文是从大连银行的现状出发，提出存在的问题，从而搭建大连银行IT治理框架。从管理机制、IT运营、技术支撑几方面提出可采取的方法或步骤。IT治理的范围很广，本文只是根据大连银行的自身情况，选择亟需改进的几个方面，对其他城商行存在类似问题，具有参考意义。
英文摘要：	With the development of information technology (IT), the application of IT has been widespread among every field and it has become a key factor to achieve competitiveness and business goals for corporate. As a matter of fact, there are many problems with the development of IT in banking sector, such as poor construction, lack of strategy and short of security management, as well as underdeveloped IT infrastructure and so on. With respect to the problems, management and IT governance should be taken. Fortunately, with the deepening recognition and supervision, China’s banking industry has caught attention. City commercial banks stem from urban credit cooperatives, mainly offering services for local economy and small and medium-sized enterprises, which has relatively poor conditions compared to state-owned banks and joint-equity banks. Bank of Dalian has made big progress in IT construction within the past ten years, including data center, system and information security. However, it also confronts many issues, such as low efficiency of output and fuzziness of investment decision. In order to solve the problems, Bank of Dalian is supposed to build a responsibility framework of IT governance other than merely providing funds. The thesis applies the G3 theory of IT governance from the perspective of business goal, and focuses on three dimensions, namely, management mechanism, IT operation and IT technology backup. Specifically, Bank of Dalian needs nurture IT governance culture via management mechanism which includes organizational construction, risk management and information security, enhance IT governance technology through technology backup and improve efficiency of decision making and investment return by IT operation. Finally, all this measures ensure the system security operation. The paper mainly focuses on the status quo of Bank of Dalian, and provides the governance framework according to the existing problems, including management mechanism, IT operation and technology backup and so on. IT governance has a wide range, and the paper just focuses on the issues of Bank of Dalian. And the solution of problems is exemplary for other city commercial banks that have same issues.
