中文摘要:TG公司成立于1986年,是天津市一家综合类甲级地勘单位,也是我国众多老牌地勘企业中较有代表性的一家,核心业务领域为工程勘察、基础施工和测绘。经过近30年的发展,TG公司取得了辉煌的成就,但同时也形成了众多积弊,造成了发展瓶颈,拖缓了发展速度,在当前复杂多变的市场环境面前显得疲于应对,凸显了内生动力不足,抗风险能力较差,持续竞争优势缺乏等诸多问题。本文以价值链分析与优化为视角,首先对TG公司内外部环境进行了归纳总结,针对当前三大业务单元进行了价值活动的细化分解,明确了各活动间存在的联系,在此基础上查找了目前基础管理与生产经营活动中存在的关键问题,为进一步取长补短,有针对性地进行价值链优化奠定基础。随后,结合公司最新发展规划和战略目标,运用驱动因素分析法,对公司三大业务单元的价值链分别提出了具体的优化方案,更新了相应价值活动,进一步增强了各业务单元价值活动之间以及与其它业务单元之间的协同,并进一步强化与产业链上下游企业和竞争对手的协同。具体而言,在业务层面对三大业务单元价值链分别依据差异化、成本领先以及差异化目标集中战略进行优化,其中,工程勘察价值链强调增值服务,基础施工价值链关注项目精细化管理和成本控制,而测绘价值链则关注技术研发,打造特色。在公司层面,针对目前“诸侯经济”的弊病,在确保和谐稳定的前提下,适度进行改革,加强统一管控能力和整体作战能力,并兼顾灵活性。着力增强公司的技术附加值,持续提升各专业水平,逐步向建筑总承包企业转型,促进公司实现“多条腿走路”,增强抗风险能力,激发公司发展的内生动力,构建自身持续的竞争优势。文章最后提出了TG公司价值链优化方案的实施计划以及资源、组织和文化方面的保障措施,以确保优化方案得以有序推进、有效落地。本文的研究能够对国内同行企业具有一定参考和借鉴作用,辅助更多地勘企业积极应对当前严峻环境,有效制定对策,确保平稳发展。 
英文摘要:TG Company was founded in 1986, which is not only a comprehensive Class A geological exploration unit in Tianjin, but also a representative one among numerous traditional geological exploration enterprises, whose core business areas are engineering investigation, foundation construction and mapping. After almost 30 years’ development, TG company has obtained brilliant achievements, while it also has a lot of long-standing abuses that causing the development bottleneck, slowing the growth speed, exhausting in front of current environment of complex market and bringing many problems, such as insufficient internal impetus driving, poor ability to resist risks, lacking sustainable competitive advantage, etc. This thesis selected the analysis and optimization of value chain as a view point and initially made a brief summary for internal and external environment of TG Company, and then subdivided the value activities of current three business units in accordance with BVCTD principle to establish value chain, and defined the relationship among the activities. On the basis of this, the author analyzed deeply and looked for the existing key problems in the process of current basic management and operation. In addition, combining with the latest development plan and strategic goal, the author put forward detailed optimum proposal for the value chain of company’s three business units through the way of analyzing driving factors. All of these are designed to optimize the activities and strengthen the collaboration for internal business units and Eco-industry chain of upstream and downstream enterprises. To be specific, the thesis optimized the value chains of the three core businesses, i.e., engineering investigation, foundation construction and surveying & mapping on the business level based on the differentiation strategy, overall cost leadership strategy and centralized strategy for differential targets. Among which, the value chain of engineering investigation focuses on the value-added services, that of foundation construction attaches attention to the fine management and cost reduction and that of surveying & mapping pays regard to the technology R&D to create features. In terms of the company level, it carries out moderate reform to the problem of fragmented economy on the premise of guaranteeing the harmony and stability, integrates the secondary units of poor operating performances into three special business departments directly subordinated to the company; meanwhile the company takes unified control and management to the distributed project commitment, resource management and procurement management, so as to enhance its overall operational capability and give consideration to the flexibility. TG Company shall put effort in strengthening the technical added value, improve the professional level continuously, transform to the general contractor enterprise gradually, enhance the realization of development in all aspects, reinforce the anti-risk capability, inspire the endogenous power of development, and construct the competitive advantage continuously. In the end of this thesis, it illustrated the implementing plan and schedule control for the value chain optimization of TG Company and it provides support and assurances in terms of organization, human resources and capital so as to ensure the project carried out successfully. The author also hopes this study can offer a certain referring value for the domestic peers in order to efficiently response to the current tough market environment and make effective strategies. Through the optimal function of internal and external resources, the crises will be turned into chances and the smooth development will be assured.
