中文摘要:技术创新是促进我国航天事业发展的根本动力,航天科技集团公司成立以来,高度重视自身技术创新能力,特别是在民用产业领域,从2006年开始设立集团公司民用产业研发专项资金,每年拿出近4000万元资金支持民用产业研发项目。通过近几年的培育和发展,一批民用产业研发项目充分发挥航天技术优势,紧密结合市场需求,创造了良好的经济和社会效益;与此同时,也有一些项目由于受前期论证不充分、市场分析不准确、技术水平不先进、风险管理不到位等因素影响,导致项目不能按计划实施,甚至项目研发失败。从短期看,项目的失败直接造成集团公司的人力损失和研发经费损失;从长期看,使集团公司错失了市场机会,不利于集团公司竞争优势的持续发挥。本文正是从这一点出发,力求通过对国内外研发项目风险管理理论和案例进行研究和剖析,结合集团公司民用产业研发项目管理实践,探索适用于航天民用产业研发项目的风险管理模式和方法,以期能够提高航天民用产业研发项目风险管理水平,加速航天技术向现实生产力的转化应用。本文主体部分共分为六章。首先是绪论部分,主要介绍论文的研究背景和意义,并对风险管理的研究进行了综述;其次是理论基础部分,对文章研究涉及到的理论基础进行介绍和分析;接下来是对航天民用产品研发项目的风险进行分析,最终明确项目的具体的风险并进行风险评估;随即研究航天民用产品研发项目风险管理措施,设计了静态和动态的项目风险管理流程和风险管理优化模式;随后以航天某研发项目为例,介绍了风险管理优化模式的具体应用;最后一部分是结论,得出了本文的基本结论,同时对以后的进一步研究进行了展望。 
英文摘要:Technological innovation is the fundamental driving force to the development of China's aerospace industry. Since the establishment of China Aerospace Science and Technology Corporation (CASC), CASC attaches great importance to its own technological innovation capability, especially in the field of civil industry. From 2006, special appropriation is allocated by CASC to the civil industry, and dedicates to boost its development, every year, nearly 40 million RMB were put into the R & D projects. After a few years’ cultivation and development, evidences show that a great number of different projects have created gratifying economic, social and ecological benefits, by fully taking advantage of space technology and market elements. However, compared to the achievements, there are still some projects were shelved or even terminated, due to lack of pre-feasibility studies, accurate market analysis, backward technology support and risk management. In the short term, this kind of project failure will lead the loss of human power and research funding, but in the long term, the corporation would miss market opportunities and could not maintain its competition advantage. The aim of this article is to explore how to enforce risk management models and methods in aerospace civil industry R&D project, how to improve the risk management, and speed up the transformation and application of aerospace technology to the real productivity, taking into account the risk management theories, cases, and management practices of civil industry R&D projects of CASC. This article includes six chapters. Chapter 1 is an introduction of research background and significance. I begin in Chapter 2 with a literature review of all related theories, including introduction and analysis, followed in Chapter 3 with a critical risk analysis for the R&D projects of aerospace civil products, and finally define the specific risk and evaluate the risks then; The risk management measures, the static and dynamic project risk management procedure, and risk management model will present in Chapter 4; I will propose my considered specific application of risk management model, taking a R&D project as an example in Chapter 5, followed by concluding comments and prospection in the last Chapter.
