中文摘要:济南卷烟厂创建于1928年,距今已有80多年的历史。目前济南卷烟厂是山东中烟工业有限责任公司下属一家主要卷烟生产厂家,全年卷烟产量106.5万箱,还是全国四家定点雪茄烟生产企业之一。随着卷烟生产技术的不断进步、设备专业化程度不断地提高,设备维修难度也不断提升。而订单式生产加工模式在烟草行业中不断深化,要求卷烟加工企业的生产保障能力、设备管理能力不断提高。这就需要有一套科学、完善并且具有较高实用性的管理支撑体系和管理工具来应对出现的各种挑战和问题。项目进度管理(又称项目时间管理)又是项目管理中的重要内容之一,与项目范围管理、项目成本管理、项目质量管理合称为项目管理的“四大约束管理”。项目进度管理是保证施工项目按期完成的主要措施,对工程项目进度实施有效的管理、控制,使其顺利达到预定目标,是工程项目管理的一项中心任务。进度管理工作的好坏不仅决定项目是否能够按时完成,还直接影响到项目的经济效益。因此对项目进度管理的各个方面进行分析研究,将项目进度管理的相关理论有效地应用于济南卷烟厂制丝车间停产检修项目中,合理地安排资源供应、保证检修工期、节约工程成本、保证施工质量,是本文的研究课题。本文力争通过研究找到影响济南卷烟厂停产检修项目完成速度的所有因素,对其中关键因素进行分析研究,并找到关键因素的控制方法,最终达到提高济南卷烟厂停产检修项目完成速度的目的,从而帮助企业对市场需求做出及时反应,充分占领并扩大市场份额。本文研究内容的顺序为:先简单回顾进度管理的相关理论和方法,然后分析济南卷烟厂停产检修项目的独特性,找出影响项目进度的各种因素并确定关键因素;第三,针对关键因素对进度的影响,提出控制这些影响因素的具体方法;最后,以济南卷烟厂制丝车间检修为例,对影响项目进度的因素进行具体的分析并就其如何控制提出相应的对策,并得出本文研究结论。在本文最后,总结了本文的研究和理论贡献、对项目进度管理的启示、研究工作存在的不足及今后的研究方向。 
英文摘要:Jinan Cigarette Factory was founded in 1928, it has more than 80 years of history. Jinan Cigarette Factory is a major manufacturers under Shandong Tabacco Industrial Co.,Ltd., annual production 1.065 million boxes cigarettes, it’s also or one of the four designated cigar manufacturers. With the progress of cigarette production technology and the degree of equipment specialization is continue improved. However, order production and processing mode has been deepened in tobacco industry, it demands cigarette factory production support capabilities and equipments management skill always improving.This requires a scientific and completely also has a high practical management support system and management tools to respond to emerging challenges and problems. Project Schedule Management (also known as Project Time Management) is one important part of project management, project scope management, project cost management, project quality management collectively referred to as "the four constraint management" in project management. Project schedule management is the main method to ensure that the construction projects completed on time, manage and control the progress of the project effectively, it successfully reaches the intended target, it’s a central task of project management. The quality of project schedule management not only decide whether the project can be completed on time, but also directly affect the economic benefits of the project. So for all aspects of project schedule management analysis and study, the project management theory effectively applied in shut-down project maintenance of Jinan Cigarette Factory, reasonable arrangements for the supply of resources to ensure the repair period, saving the project cost, ensure the construction quality is the research topic of this article. In this paper, all the factors that affect strive Jinan cigarette factory shutdowns project completion rate found through research, to analyze the key factors which research and find the key factors control methods, and ultimately to improve the Jinan cigarette factory shutdown maintenance project completion aim to help enterprise timely response to market demands, fully occupied and expand market share. Order of contents of this paper are as follows: first a brief review of the theory and methods of schedule management, and analysis of Jinan cigarette factory maintenance shutdown unique project to identify the various factors affecting the progress of the project and identify the key factors; third, a key factor for impact on the progress of specific methods to control these factors put forward; and finally, Jinan cigarette factory system silk workshop overhaul, for example, on the factors affecting the progress of the project specific analysis and propose appropriate measures on how their control, and draw conclusions of this paper. At the end of this article summarizes the research and theoretical contribution of this paper, the Enlightenment to the project schedule management, research existing problems and future research directions.
