中文摘要：	随着我国经济的快速发展，工程造价咨询行业发展迅速，在我国经济发展中所占的地位也愈发重要。虽然近年来我国工程造价咨询行业取得了巨大的成就，但是与发达国家相比，我国工程造价咨询领域仍然存在巨大差距。我国工程造价咨询企业组织形式以有限责任公司形式为主，地域分布不平衡，规模较小且业务范围单一。国外工程造价咨询公司组织形式大多以合伙制为主，对债务承担无限赔偿责任。国外工程造价咨询公司由于在国外市场经济环境下独立经营，业务领域广，风险意识强，某种程度上比国内公司更具有竞争力。 TJWL工程造价咨询公司为提升竞争力，采取了多项措施，包括订立发起人协议、确立合伙人制度以及加强与科研院所合作，企业竞争力有了明显提升。但是仍然存在诸多阻碍TJWL工程造价咨询公司的问题，例如信息化管理程度低，技术研发及新技术应用水平较低，新型基建领域的造价咨询服务涉足少等。本文给出了进一步提升TJWL工程造价咨询公司竞争力的主要的策略，包括建立公司信息化管理系统、业务创新以及建立公司自有数据库。同时，TJWL工程造价咨询公司竞争力的提升需要诸多保障措施。本文从政策法规层面、行业层面和企业层面对TJWL工程造价咨询公司竞争力提升的保障措施进行了分析。
英文摘要：	With the high-speed development of Chinese economics, theconstruction cost consultancy industry is playing a more and more important role in our country. Though we have got a great achievements in theconstruction cost consultancy industry in these years, there is still a wide gap between advanced countries andChina. The engineering cost consultation enterprises in China are mainly limited liability Company, with unbalanced regional distribution, smaller scale and single business scope.Most foreign engineering cost consultation companies are priority to choose partnership, with unlimited liability to the debt.Foreign engineering cost consultation companies are independent with the government, and make objective consulting results, and provide a whole process of engineering consulting services for clients. They can provide a widely business field, have perfect information and engineering management system. Therefore they are more competitivethan domestic companies. In order to enhance competitiveness, TJWL engineering cost consulting firm adopted a number of measures, including sponsor agreement, establishing the system of partners, and strengthen cooperation with research institutes. Though TJWL firm has made a great achievement to improve competitiveness, there are still many problems with TJWL engineering cost consulting company to improve competitiveness, such as low degree of information management, the low level of technology research and development and application of new technology, less business in the field of new capital construction cost consultation service, etc. The thesis proposed strategies to further promote the competitiveness of the TJWL engineering cost consulting firm, including setting up information management system, business innovation, and establish the company’s own database.In addition, to improve TJWL engineering cost consulting firm’s competitiveness requires a lot of security measures.This thesis analyzed the security measures in policy level, industry level and enterprise level.
