中文摘要：	现代项目管理在基建工程管理中已得到广泛的运用，项目成本控制是项目成本管理的核心内容，贯穿于基建工程项目生命周期的全过程。实施有效的项目成本控制，是企业转变传统的基建项目成本管理模式，寻找企业新的经济增长点的重要手段。BT公司PVC糊树脂项目是天津市第五批20项重大工业基建项目之一，在项目建设过程中，项目成本控制还存在许多问题。深入研究BT公司PVC糊树脂项目的成本控制问题，对促进BT公司的可持续发展具有重要的现实意义。 本文运用文献分析法、统计分析法和案例分析方法，基于项目管理理论和基建工程项目成本控制相关理论，在介绍BT公司PVC糊树脂项目概况的基础上，剖析PVC糊树脂项目成本控制存在的项目前期成本失控，项目施工过程成本控制不力，项目工程竣工成本控制不足，项目成本控制信息化建设程度不高，项目成本控制中的激励机制缺失等问题及其成因。探讨风险识别与成本控制的关系，提出PVC糊树脂项目可供选择的成本控制模式；着重从PVC糊树脂项目目标成本编制方法、项目目标成本的制定以及项目成本目标分解与考核方面，对PVC糊树脂项目目标成本控制的运用进行研究。针对PVC糊树脂项目实施中的前期成本控制、项目实施过程的成本控制问题提出了相应的应对措施，提出通过搭建项目成本控制信息管理平台，建立项目成本控制激励机制等保障措施，进一步加强BT公司PVC糊树脂项目的成本控制，实现企业价值最大化。
英文摘要：	Modern project management has been widely applied in the management of infrastructure projects, and the project cost control is the core content of project cost management, throughout the course of construction project life cycle. The implementation of effective project cost control is the enterprise change the traditional pattern of construction project cost management, new economic growth point of the important means for enterprises. BT project of PVC paste resin is fifth in Tianjin is one of the group of 20 major industrial projects, in the process of project construction, project cost control still exist many problems. Further study of BT PVC paste resin project cost control problems, to promote the sustainable development of BT has important practical significance. In this thesis, using literature analysis, statistical analysis and case analysis method, based on the theory of project management and construction engineering project cost control related theory, introduces the BT project overview of PVC paste resin, on the basis of PVC paste resin project cost control situation, to analyze the lack of project construction cost control, project cost control of project completion, the project cost control informatization level is not high, the project cost control problems such as lack of incentive mechanism and its causes. To investigate the relationship between the cost of risk identification and control, put forward the selection of PVC paste resin project cost control mode. Emphatically from the PVC paste resin project target cost method, target cost of making and project cost target decomposition and examination, use of PVC paste resin project target cost control for research. For PVC paste resin upfront cost control in project implementation, project cost control of the process is put forward the corresponding countermeasures, and put forward by constructing the project cost control information management platform, security measures such as establishing incentive mechanism project cost control, and further strengthen BT PVC paste resin project cost control, to maximize the enterprise value.
