中文摘要:摘 要当前,建筑市场竞争日趋激烈,既有企业文化、项目经营承揽表层的竞争,更有企业效益、转型升级等深层的竞争,实行完全责任成本管理,加强企业基础管理工作,提升企业的精益化管理,提高企业核心竞争力,促进企业持续、健康、平稳的发展,故提出了完全责任成本管理理论和相关实务操作,并以在建中国铁建工程公司津保铁路工程项目为例研究此问题。本文采用系统的研究方法,结合案例分析,理论联系实际,首先讲述了本文研究的背景和意义、研究的目的和使用的方法、论文的结构,接着阐述完全责任成本管理相关理论、运行机制和管理内容,提出了完全责任成本管理的四阶段、五流程、二十二环节等核心内容。然后针对完全责任成本管理四阶段五流程分别阐述其实施步骤方案,把二十二个环节内容贯穿于其中,并对完全责任成本报告、绩效考核进行了详细论述。文章分析了中国铁建工程公司完全责任成本的管理现状,介绍了津保铁路工程项目及其完全责任成本管理现状,最后以在建津保铁路工程项目为例,结合完全责任成本管理的相关理论,提出了津保铁路工程项目完全责任成本管理实施方案。通过本文研究,找到了用完全责任成本管理解决企业管理粗放、提升经济效益的的有效理论和手段,对企业做大做强提供了有力的支撑,提升了行业管理水平,但本文对完全责任成本管理的动态调整及信息化管理阐述不够详细。 关键词:中铁建工程公司津保铁路工程项目;完全责任成本管理;管理实施方案  
英文摘要:Abstract At present, the construction market competition is becoming increasingly fierce, the enterprise culture, both the project management undertook surface competition, more the benefit of enterprise, the transformation and upgrading of the deep competition, full implementation of responsibility cost management, strengthen enterprise basic management, improve the lean management of enterprises, enhance the core competitiveness of enterprises, promote enterprise sustained, healthy, stable the development, therefore puts forward full responsibility cost management theory and related operations, and in the construction China Railway Construction Engineering Company Jinbao railway engineering project as an example to study the problem. In this paper, using the research methods of the system, combined with case analysis, theory with practice, this paper first describes the research background and significance, research purpose and use of the method, the structure of the thesis, then elaborates completely the responsibility cost management related theory, operation mechanism and management content, proposed the core completely the responsibility cost management of four stage five processes, twenty-two links, etc.. Then according to the four phase of total responsibility cost management five flow separately elaborated the implementation steps scheme, the twenty-two elements throughout the, and the full responsibility cost report, performance appraisal are discussed in detail. This paper analyzes the management status China railway construction engineering company full responsibility cost, introduces Tianjin railway project and the current situation of the cost management of full responsibility, and finally to the in built, Jinbao railway engineering project as an example, combined with the theory of full responsibility cost management, puts forward the implementing scheme Jinbao Railway Engineering Project complete responsibility cost management. Through this research, to find a solution to the enterprise management, improve the economic benefit of the extensive effective theory and by means of full responsibility cost management, provides a strong support to the enterprises bigger and stronger, improve the management level of the industry, but the full responsibility for the cost management of dynamic adjustment and information management is not described in detail.
