中文摘要：	近年来，我国现代化建设过程中产生的大量安全生产事故引起各级政府的高度重视。特别是2013年11月22日发生的11·22青岛输油管道爆炸事故的处理，体现出了新一届中央领导对安全生产管理工作的高度重视。当前我国火电厂维护项目的安全管理方面还存在很多需要改进的地方。随着发电厂规模和装机容量的扩大，火电厂维护项目的安全控制的形势也越发严峻。电厂机组维护项目，集生产运行，设备管理、检修管理为一体的生产过程，由于其高温、高压、易燃易爆、带电作业环境的存在，危险因素较多，安全控制难度大。安全控制是项目安全实施的必然要求，项目安全对企业的生存和发展具有重要意义。目前国内外研究项目安全管理的方法与技术很多。在项目管理理论的九大体系中，项目安全管理虽与每一体系息息相关，但是安全管理并没有作为一个独立的体系分离出来。本文以现代项目安全管理理论为基础，运用项目管理的理论知识，结合多年现场安全管理的经验和企业安全管理所存在的问题，初步探讨了影响项目安全管理的关键因素，并把火电厂维护项目安全管理的研究应用到机组维护项目中。论文重点构建了火电厂维护项目安全管理概念模型，并对模型的每一个要素进行了分析。论文最后结合天津蓝巢电力检修有限公司克旗维护项目部管理特点，用案例加以证实。论文主要探讨了当前安全管理与正常生产的矛盾，研究项目运行过程中安全措施、人员素质要求、安全生产责任制落实、安全培训、信息传递和安全管理过程控制,提出了解决生产与日常维护矛盾的方法，更好地为克旗维护项目提供服务和保障。本文以天津蓝巢电力检修有限公司克旗维护项目部的安全管理现状为基础，站在火电厂维护项目运行的角度，从项目安全管理实际问题入手，采用安全管理理论和项目调查、实际案例研究相结合的方法，研究了火电厂维护项目安全控制的科学方法，找出了影响火电厂维护项目安全控制的主要因素，建立火电厂维护项目安全控制流程和标准，其研究具有应用创新价值。同时，论文研究对当前火电厂维护项目的安全管理具有一定的参考价值，为提升了当前火电厂维护项目的安全管理水平起到一定的指导作用。
英文摘要：	In recent years, the generating process of the modernization construction of our country a lot of production safety accidents caused by governments at all levels attach great importance. Especially the handling of the accident occurred in November 22, 2013 11. 22 Qingdao oil pipeline explosion, reflects the new central leadership attaches great importance to the management of production safety work. The current China's thermal power plant maintenance safety management aspects of the project there are many areas in need of improvement. With the development of power plant scale and expand the installed capacity of thermal power plant maintenance project, the safety control of the situation more severe. The power plant maintenance projects, production operation, equipment management, maintenance management as one of the production process, because of its high temperature, high pressure, flammable and explosive, live working environment existed, there were many risk factors, it is difficult to control the safety. Safety control is the inevitable requirement of project implementation of security, has the vital significance to the enterprise survival and development of the project safety. A lot of research on the method of project safety management at home and abroad and technology at present. In the system of the theory of project management, project safety management is closely linked with every system, but there is no safety management as an independent system of separated. This paper is based on the theory of modern safety management of project, using the theoretical knowledge of project management, the existence of many years of field experience of safety management and the enterprise security management problems, a preliminary discussion on the key factors influencing the project safety management, and the research and application of a full management of the thermal power plant maintenance projects to an unit maintenance project. This dissertation constructs a thermal power plant maintenance concept project safety management model, and for each element model is analyzed. Finally Tianjin launch power maintenance Co. Ltd Keqi maintenance characteristics of project manager, to be confirmed by a case. This paper mainly discusses the current contradiction between safety management and the normal production and research projects in the operation process of security measures, the quality of personnel requirements, safety production responsibility system for the implementation of safety training, information transmission and security management, process control, is proposed to solve production and daily maintenance method of contradiction, providing better service and guarantee for the maintenance of Keshiketeng Banner project. This paper takes the Tianjin launch power maintenance Co. Ltd. Keqi maintenance status of safety management of project department as the foundation, standing in the thermal power plant maintenance project operation point of view, from the actual problem of the project safety management, the safety management theory and project investigation, the combination of case study, study of the thermal power plant maintenance scientific method of project safety control to find out the main factors affecting the project safety control in coal fired power plant maintenance, establishing the process and standards of safety control project maintenance in thermal power plant, with the application of the research on innovation value. At the same time, the paper study on has the certain reference value of the current safety management of maintenance project of thermal power plant, to improve the level of safety management of power plant maintenance project to play a guiding role.
