中文摘要:本研究分析了我国既有公共建筑能耗现状及节能潜力,结合EMC(Energy Management Contracting,合同能源管理)模式特点,总结既有公共建筑节能改造项目采用EMC模式的一般性和特殊性,优化既有公共建筑节能改造EMC项目服务流程。根据EMC模式下既有公共建筑节能改造项目的运作流程,研究项目实施过程中的风险因素,运用WBS-RBS(工程项目分解结构和风险分解结构)法进行风险辨识。按公共建筑节能改造EMC项目运作流程将项目分为6个项目元,即能源审计、节能项目方案设计、能源管理合同签订、培训及相关服务、节能项目实施、项目移交;并将合同能源管理项目风险因素归纳为6大类,分别是政策风险、环境风险、金融风险、市场风险、节能量风险和运营风险,从而得到详细的WBS-RBS风险矩阵。 基于WBS-RBS风险识别矩阵,采用综合加权评分法建立既有公共建筑节能改造EMC项目风险评价方法,设计了百分制的EMC项目风险评分计算公式,以及风险分级制度。运用此风险评价方法对北方某公共建筑供热系统节能改造EMC项目案例进行风险评价,分别对两种节能改造方案进行风险评估,评估结果与工程项目实际情况高度吻合。 本研究系统阐述既有公共建筑节能改造EMC项目领域的风险对抗策略,重点分析了项目风险回避、风险转移和风险分散三种对抗措施,及主要管理内容和注意事项;最后提出了既有公共建筑节能改造EMC项目分阶段风险对抗策略和方法。 
英文摘要:This thesis analyzed the current energy consumption and energy-saving potential of existing public buildings, summarized the generality and specificity of the adoption of EMC (Energy Management Contract) pattern in present public buildings’ energy saving reconstruction considering its own feature, and optimize the service process of EMC projects. Under the optimize-process, the project risks were identified by the WBS-RBS (Work Breakdown Structure - Risk Breakdown Structure) method. WBS included six parts, namely, energy audits, energy project design, contracting, training and related services, energy-saving project implementation, and project handover; RBS also included six parts, namely, policy risks, environmental risks, financial risks, market risks, energy savings risks and operational risks. Both them formed the WBS-RBS risks matrix. With the adoption of WBS-RBS risk matrix and the composite weighted scoring method, this thesis established the risks evaluation system of existing public buildings energy-saving EMC projects, and designed the risk calculation formulas and the grading system. This risk assessment method was used for a public building heating systems energy-saving EMC project, the evaluation results met the actual situation well. This thesis researched on the risk control methods, included risk avoidance, risk transfer risk diversification and the matters need attention. The phased risk control methods of the existing public buildings energy-saving EMC projects are came up with in this thesis.
