中文摘要：	随着经济的发展和社会的进步，天津市政府将自身定位为环渤海经济中心、国际港口城市、北方经济中心和和谐生态城市，因此对于城市承载能力发展能力提出了更高需求，有必要对重大项目的预评估工作进行必要的补充。大力推进城市大型基础设施工程项目作为城市建设的重要组成部分，对缓解城市通病是一个有力的措施，并对一个城市的社会经济、文化和生活的可持续发展起着十分重要的推动作用，丰富和满足了人们日益增长的需求。反过来，随着城市社会经济、文化和生活水平的发展和提高，对城市建设基础设施项目的功能和效益也提出了更高的要求。城市轨道交通综合开发项目受城市承载力的影响，包括经济承载力、环境承载力、基础设施承载力和社会承载力，反之，城市轨道交通综合开发项目可以提成城市的承载力，提成城市可持续发展的水平。结合社会发展的需求和社会承载力的水平，进一步丰富和补充轨道交通综合开发项目有关预评估的理论和方法是必要的，基于此种想法，本文在对城市轨道交通综合开发项目的概念明确之后，结合城市轨道交通综合开发项目的特点、独特定分析，城市承载力的有关理论和项目预评估有关理论，创新性的提出城市轨道综合开发项目的概念，并提出其内涵和内容, 创新性的建立城市轨道交通综合开发项目的城市承载力预评估研究体系和方法。通过对城市承载能力相关理论和思想的研究，在预评估的理论基础上，融入其思想精髓，创新性地建立基于城市承载力视角的城市轨道综合开发项目预评估体系及方法，进而丰富项目预评估体系有关指标，这将为项目的决策提供具有社会性和发展性的决策依据。在步完善相关的指标体系和预评估方法的基础上，通过对城市轨道交通4号线综合开发项目的实证研究，验证了该评估指标体系及其评估方法的适用性，力争为该类项目的城市承载力预评估工作提供借鉴和参考。
英文摘要：	With the development of economy and the progress of the society, the Tianjin municipal government will position itself as Bohai economic center,international port city and economic center in the north and harmonioussecological city, so for the urban carrying capacity development ability put forward higher demand, it is necessary to pre assessment on major projectsnecessary supplement. Vigorously promote urban large infrastructure project as an important part of urban construction, to alleviate the urban common fault is a forceful measures,and the sustainable development of a city social economy, culture and lifeplays a very important role in promoting, enriching and satisfy the growing needs of people. In turn, with the development of urban social economy,culture and life level and improving, function and benefit of urban infrastructure construction project is also put forward higher requirements. Comprehensive development of urban rail transit project affected urban carrying capacity, including the economic carrying capacity and environmentalcarrying capacity, infrastructure capacity and social carrying capacity, on the contrary, the integrated development of urban rail transit project can bearing capacity of commission ofthecity, the royalty of urban sustainable development level. Combined with the needs of social development and socialcarrying capacity level, further enrich and supplement the theory and method of comprehensive development of urban rail transit projects related to pre evaluation is necessary, based on this idea, in this paper, after the concept of the comprehensivedevelopment of urban rail transit project clear,characteristics, combined with the integrated development of urban rail transitproject unique analysis the relevant theory, evaluation of relevant theory andproject pre urban carrying capacity, the concept proposed innovative urban rail project of comprehensive development, and puts forward the connotation and contents, the establishment of comprehensive development of urban rail transit project city innovative capacity of pre assessment research system and method. Through the research on the urban carrying capacity theoryand ideas, in the theoretical basis of pre assessment, into its thought essence, innovation to establish the pre evaluation system and method of the urban railproject of comprehensive development of urban carrying capacity based on the perspective of the project pre evaluation system and enrich the indicators,which will provide the social and development the decision basis for project decision. Basedon the perfection of index system and evaluation method of the prerelated, through empirical research on the city rail transit line 4 comprehensivedevelopment project, verifies the applicability of the evaluation index system and evaluation methods, and strive to provide the reference for this kind of project city bearing capacity of pre assessment work.
