中文摘要:以EPC形式承接国际火电站工程项目是天津电力建设公司走向国际市场的重要战略,也是公司的生存与发展之道。由于国际火电站建设项目工期长、多方跨国家合作、工程技术专业广、合同违约金高等特点,EPC项目总承包商需面临大量的风险及挑战。电站成套的中资公司走向海外已有二十多年,但还是在边学边走,在获得了一定成绩的同时留下了很多失败的经验教训。 天津电力建设公司现阶段急需在项目管理中应用风险管理的手段,对风险进行有效的管理,并从中吸取经验教训、逐步提高。本文以现代风险管理的理论为基础,针对国际火电站工程项目的特点,并结合天津电力建设公司参与国际火电站EPC项目建设的相关经验,对项目风险进行分析,找出了适用于天津电力建设公司国际火电站EPC项目的风险分析方法及定性、定量的风险评估方法。将项目风险按照设计阶段、采购阶段、施工阶段分阶段进行风险分析,识别出项目设计风险5种,分别为设计期外部环境勘察风险、设计单位的设计水平和资质风险、设计期的技术方案风险、合同风险以及设计管理水平风险;项目物资采购风险3种,分别为物资供应商选择风险、物资质量监测风险、货物运输风险;项目施工风险包7种,分别为组织管理风险、施工技术水平和技术管理风险、施工人员数量和机具装备风险、施工分包商劳务纠纷风险、施工所在地法律法规的风险、施工所在地气候条件风险、施工所在地物价水平以及汇率通胀的风险。应用层次分析法的风险评估方法进行风险评估,通过评估对影响项目的风险进行了排序,以使项目能够有重点、有针对性开展风险应对及控制。同时,本文对火电站项目典型风险和防范措施也进行了一定的研究。本文对天津电力建设公司对系统化的EPC总承包项目风险管理体制的建立及完善进行了分析、研究,对发现的项目风险提出了相应的应对策略及控制措施,对相关工程或企业实施风险管理具有一定的借鉴。 
英文摘要:To take on international thermal power plant engineering project as EPC contractor is one of the greatest strategies for TEPC to go out to international engineering market, as well as the inevitable road for enterprise survival and development. Due to the characteristics of exporting thermal power plant project, featuring coordination among different parties over long distances and areas, all-inclusive technical requirement and specifications, prolonged project duration, and large amount of contract penalties, all become the potential risks and challenges that confront the EPC contractor. Power plant project companies in China have only come out into the world engineering market for a little more than 20 years and are still probing the way, albeit the renowned achievements made, still much more suffering experiences been through and lessons learned. Therefore, how to merge risk management with the daily activities of project management work and how to better control these risks and learn and grow from the risk management process is a major topic facing and to be solved by TEPC. Basing on the modern theory of risk management, and targeting the characteristics of international thermal power engineering project as above-mentioned, this thesis shall have an analysis and interpretation of the sources of risks with regard of TEPC’s experiences in international thermal power plant engineering projects. Later on, the thesis shall give the assessment procedures for risk analysis and quantitative and qualitative evaluation method for international thermal power plant EPC projects that is also viable for TEPC. This article analyze the project risk by dividing the project into stages of design, procurement and construction, and found out Five kinds of design risk, respectively, the external environment exploration risk, the design level and qualifications risk, the design technology solutions risk, the contract risks and the design management risk; three kinds of purchase risk, respectively, the supplier selection risk, the quality monitoring risk, the transportation risk; seven kinds of construction risk, respectively, the organization and management risk, the construction technical level and technical management risk, the construction personnel quantity and machinery and equipment risk, the construction subcontractor labor dispute risk, the local laws and regulations risk, the local climate conditions risk, the price level and the rate of inflation risk. In order to carry out the risk response and control focused and targeted, this thesis evaluate and sort the project risks by the method of analytic hierarchy process. Meanwhile, this thesis also dips into the study of the typical risks and conventional precaution measures for thermal power plant projects. A preliminary discussion and analysis on TEPC’s establishing and improving systematic EPC project risk management mechanism can also be found in the thesis which in turn offers corresponding strategies and control measures for project risks, in hope of providing reference for similar projects or enterprise doing risk management.
