中文摘要:本文的主要内容是在对国内外地铁工程建设管理模式深入研究的基础上,对我国地铁现有的建设管理模式进行了归纳总结,结合天津地铁建设的实际情况,指出改善地铁建设管理模式与组织架构的发展思路,在此分析研究基础上,提出了改进的建议与方法,旨在探索国企改革的模式与突破。 本文主要分为五章。第一章 绪论。论述了研究背景、目的与意义,以及研究采用的方法和论文的内容安排。第二章 文献综述与国内外地铁建设现状综述。对管理模式、企业组织构架和管理职能,以及国内外地铁建设管理模式进行阐述与分析。第三章 天津地铁建设管理模式现状及分析。结合在建地铁项目,描述了天津地铁建设工程组织管理模式的现状,在现状分析的基础上,与国内其他城市横向比较,指出天津地铁现有模式的缺点与不足,从而提出了天津地铁建设管理模式为什么需要改善。第四章指出了天津地铁建设管理模式与体系构建改善方向。在前文分析的基础上,提出了方向与目标,提出天津地铁建设管理模式创新和建设组织架构的对策措施。第五章是结论,对全文进行总结并提出今后的研究展望。研究方法主要有文献研究。利用各种媒介,通过调查国内外各种文献进行总结和分析,了解国内外地铁建设管理的全貌,为天津地铁建设建立可持续、高速度发展的管理模式提供理论依据。调查法:系统地搜集各地有关地铁建设管理的现实状况或历史状况,对调查搜集到的大量资料进行分析、综合、比较、归纳,提取地铁建设管理模式的规律性,前瞻地铁建设管理模式的趋势性。作者就职于天津地铁集团,经历并从事过地铁1、2、5、6号线的建设和项目管理,积累了丰富的信息和经验,能够为天津地铁建设管理模式的创新提供一定的参考。经过本文的分析,可知在组织结构设置的理念上,地铁集团、建设公司、项目管理部的三层架构模式,并没有实现建设阶段横向工作界面的明确划分,使得地铁集团与建设公司职责分工不清晰,效率低下。从建设公司的组织架构设置来看,在线路管理模式和项目部的组织设计上,还是存在一定的不足,当前的人员素质和建设管理水平还无法与之匹配,造成了管理效率的低下。 本文的研究目的,是要全面完善建设业务管理机制,提升运作水平。稳定组织管理模式,建立全面管控机制明确以项目为导向,项目部为核心,职能部门进行管理、服务、协调的组织管理模式。发挥 “扁平化”组织优点,提升建设管理效率,实现传统项目管理模式向项目群管理模式的转变,强化计划指挥,建立工程建设全面计划管理体系。完善目标管理体系,强化项目管理效果考核。本文研究认为,实现天津地铁建设管理模式改善创新,能够促进地铁集团资源整合最优化,促进地铁建设全面提速,满足多线同时实施,促进地铁公共交通社会效益最大化。 
英文摘要:The main content of this essay is that based on the comprehensively research into the foreign and domestic construction mode of subway, the author summarizes the currently existing situation of China subway construction mode. Combing the actual situation with the theories, the author points out the thinking on how to improve the Tianjin Subway’s management and construction mode as well as the form. Based on the analysis, recommending the methods of improving and the aim is to explore patterns of SOE reform and breakthroughs. This paper is divided into five chapters. The first chapter discusses the background, purpose and meaning, as well as the method used and the content of research papers arrangements. The second chapter is the literature review at home and abroad to review the status of subway construction the management mode, enterprise organizational structure and management functions, as well as the domestic and foreign subway construction management pattern carries on the elaboration and the analysis. And analysis of the current situation of Tianjin subway construction management mode in the third chapter. With the construction of subway project, describes the current status of Tianjin metro construction project organization and management model, based on analysis of the status, and other domestic cities horizontal comparison, points out that Tianjin Metro patterns of the existing shortcomings and deficiencies, and puts forward the Tianjin subway construction management mode for what needs to be improved. The fourth chapter points out the Tianjin subway construction management mode and system construction to improve the direction. On the basis of the above analysis, put forward the direction and goals, and put forward the Countermeasures of Tianjin subway construction management mode innovation and the construction of organizational structure. The fifth chapter is the conclusion, summarizes the whole paper and put forward the prospect of future research.Research methods include literature: the use of various media, were summarized and analyzed by investigating various domestic and international literature, to understand the whole picture and abroad subway construction management, building sustainable, high-speed development of Tianjin subway construction management model provides a theoretical basis. Survey method: systematic collection of information about the realities of the situation or the history of subway construction management of the country, the survey collected a lot of data to analyze, synthesize, compare, summarize, extract regularity subway construction management mode, forward-looking trends in subway construction management model . Field studies: the author works in Tianjin Metro Group, experienced and engaged in construction and project management of Metro Line No. 1,2,5,6, and he has accumulated a wealth of information and experience, can provide some innovative Tianjin Metro Construction Management Mode reference. Results: After analysis, it was found in the organizational structure of Metro Group, the three-tier architecture model of project management department does not achieve a clear division of the construction phase of the lateral working interface, the construction of the company's organizational structure is set, the goal is to form part of the core of the project, promote the site construction management, functional departments for supervision, management support services sector, to fully cooperate with the Ministry of Construction Project Management. However, in line management and organizational design part of the project, there are still some shortcomings, the current level of quality of personnel and construction management can not match, resulting in a management inefficiencies. The proposed solution is to fully complete the construction business management mechanism, improve operational level. The stable organization and management model needs to establish a comprehensive control mechanisms clear project-oriented, project department at the core, functions to manage, service, coordination of organizational management model. Use a "flat" organizational advantage and improve the efficiency of construction management, project management model to achieve the traditional program management mode changes, strengthening program command, establishing a comprehensive construction program management system. Also, it needs to perfect target management system, strengthen project management effectiveness assessment. Conclusion: Through this paper analysis, it can be seen that if Tianjin subway wants to achieve improvement and make innovation, the best way is to promote the integration of resources and to optimize Metro Group to promote subway construction full speed to meet the various lines simultaneously, maximizing the subway to promote public transport social benefits.
