中文摘要：	面对移动通信科技与互联网技术难以预料的发展速度。全世界已有55亿移动电话用户，20多亿互联网用户，平均每两个移动电话用户就有一个移动互联网用户。对处于“纠结期”的中国移动来说，发展TD-LTE技术具有重要意义。天津移动TD-LTE网络建设始于2012年，到目前为止已经完成2041个LTE基站的建设，4G网络已经覆盖到海河两岸近126平方公里，包括大部分的大型居民区、地铁、繁华商业区、高档写字楼、机关等区域，都可以享受到4G网络所带来的便利。估计到明年7月，天津移动LTE基站站址数量将达到5000个，4G网络覆盖区域将会达到800多平方公里，到时包括市区以及各区县的主要城区和数据的业务热点区域都能享受到4G网络。无论从网络建设规模上，TD-SCDMA技术演进，市场影响力等方面，中国移动都是未来TD-LTE产业重要推动者。网络建设应及早提到日程，促进产业成熟，力争在未来无线宽带市场“抢占先机”。本文旨在对天津移动TD-LTE网络建设项目管理的目标及对策进行详细的阐述和总结，从项目管理的角度构建研究框架，针对天津移动TD-LTE网络建设项目中范围、时间、质量、成本四个方面进行分析研究，发现问题和不足，并提出改进方案。对天津移动TD-LTE网络建设项目的运行和推广有指导意义。
英文摘要：	Along with the amazing development speed of mobile communications technology and internet technology, there are 5.5 billion mobile phone users in the world, more than 20 million Internet users, with an average of every two mobile phone users there is a mobile Internet users. With regard to the "struggle period" of China Mobile, the development of TD-LTE technology has great significance. Tianjin Mobile TD-LTE network construction built in 2012, so far has completed the construction of 2,041 LTE base stations, 4G network covers nearly 126 square kilometers to the Haihe River, including most of the major residential areas, subway, downtown business district, area of high-grade office buildings, institutions, etc., can enjoy the convenience of 4G network. Estimated by July next year, Tianjin Mobile LTE base station sites quantity will reach 5000,4G network coverage area will reach more than 800 square kilometers. It must then including the data business hotspots, the city and the county's major urban can enjoy the 4G network. China Mobile is always the critical propellant no matter in terms of the scale of construction on the network, revolution of TD-SCDMA technology, or market influence of TD-LTE business. Network construction should early be put on the agenda, promoting the industry maturity, and strive for seizing the initiative in the future wireless broadband market. This thesis aims to expound the management requirements and measurement of Tianjin Mobile TD-LTE network construction projects in detail, build research framework from the perspective of project management, identify problems and deficiencies by analyzing Tianjin Mobile TD-LTE network construction project scope, time, quality, cost, propose optimizing scheme, as a guidance for Tianjin Mobile TD-LTE network construction operation and promotion.
