| 中文摘要: | 近年来,随着“两成一力”和第二代后勤装备建设,我军先后研制了“车载式”、“挂车式”、“箱组式”等多种技术形式的后勤装备,取得了一定的进步,初步形成了后勤装备体系和规模化保障能力。但是,目前这些后勤装备存在运输平台不通用、保障功能单一、标准化程度不高、成系统保障能力不强、质量难以提高等问题,这些问题直接影响了后勤保障力生成模式的转变,与我军建设转型要求不相适应。推动后勤装备集装箱化发展,可以实现后勤装备的模块化、标准化、配套化,适应战略投送和军事物流保障的要求,加强基于信息系统的体系保障能力,走出一条投入较少、效益较高的发展道路,提高后勤装备整体保障效能和效益。 Z集团作为大型国有控股企业,因其多年来积累的民用和外军行业经验和竞争优势,近年陆续承接我军重要项目,社会效益较好。然而由于Z集团目前的主导发展产业是国家海洋工程和能源化工等领域,对于军队集装化的研究和探讨缺乏长期性、系统性、专业性,导致研究不够深入,转化为生产力的作用不够明显。对此,Z集团通过研究国内外的装备路径,加快创新研究,从高处着眼,从小处着手,着力与部队共同推动后勤集装化发展步伐,能为现代化后勤作出应有的贡献,成为摆在Z集团面前当务之急的课题。本文通过研究军事后勤集装化发展,针对该课题中存在的问题进行探索和研究,提出解决的方法和建议,同时也希望通过本研究,能够对Z集团其他项目的发展提供一些借鉴和参考。本文共分为五章,第一章为绪论,主要描述了研究背景、意义、内容,研究方法和逻辑架构,以及相关概念、分类和认识;第二章简述了我国集装箱发展及其军事后勤应用的历程;第三章分析了外军装备集装化的成功经验与教训;第四章罗列了我军物资集装化运输的对策;第五章,总结研究结论,并提出了合理化建议。通过对Z集团深入探讨集装化发展研究,本文认为只有提高大环境下的整体布局,从顶层设计入手,环环相扣的向执行层推动,才能奏效。并且通过制定相应的标准规范、统型目录,实现标准化、规范化;借鉴民间力量真正实现军民融合、军地结合,有效减少资源浪费;以及建议与大型企业集团之间保持密切对接,提高创新高度和合作深度,形成战略联盟合作伙伴关系。只有多管齐下,才能有效实现我军后勤集装化的发展。 | |
| 英文摘要: | In recent years, with “Two Systems and One Capacity”and construction of the second generation Logistics equipment, our military has developed many kinds of technical logistics equipments of " Vehicle-mounted type ", "Trailer type", "Container group type" , to make some progress, initially form logistical equipment system and scale of support capability. But, at present there are still some issues with these logistical equipments which transport plateform is not universal, single support function, not high level of standardization, not strong system support capability, difficult to improve the quality, all issues directly affect the generation mode transformation of logistics support force, not to be adapted to the requirement of our army transfromation. To promote the containerization development of logistics equipment, logistics equipments can be realized the modularization, standardization, matching, to adapt to the requirements of strategic delivery and military logistics support, strengthen the system support capability based on information system, follow the development road of lower investment and higher efficiency. To be as a large state-owned holding enterprise, in recent years, Z group continuously undertakes some important projects of our army due to its accumulated industry experiences of civil and foreign military over the years and competitive advantages, to achieve better social benefits. However, due to the current leading development industry of Z group is a national ocean engineering and energy and chemical fields, which is lack of long term, systematicness, speciality against deep research and discussion, productivity tranformation effect is not obvious. Hereto Z group expedites innovation research from the height of view and start small through research the equipment path research of domestic and foreign, which jointly promote the logistic containerization development pace to contribute to modern logistics, becomes pressing topic in front of Z group. In this paper, through the research of military logistic containerization development, make the exploration and research against the existing problems in the project, propose the solution and advice, meanwhile hope to provide some reference for other projects development of Z group through this research. This article is divided into five chapters, the first chapter introduction, mainly describes the research background, significance, content, research method and logic structure, and the related concepts, classification and knowledge; the second chapter outlines Chinese container development and the history of military logistics application; the third chapter analyzes the successful experiences and lessons of foreign military equipment containerization; the fourth chapter lists; Countermeasures of our military supplies containerized transportation; the fifth chapter summarizes the research conclusion, and propose reasonable suggestions. Through deep research on the the Z group development of containerized, the paper concludes which can be effective only by improving the overall layout under broad environment, starting with the top level design, push forward to executives all linked with one another. Besides through formulating relevant standard specification, unified catalog, to realize standardization, normalization; refer to civilian force to indeed realize military and civilian integration, military and local interation to effectively reduce the resources waste; and suggest maintaining close docking with large enterprise groups, to improve the innovation height and cooperation depth, form partnership of strategic alliance. Only with multi pronged, the logistics containerized development of our military will be effective realized. | |
