中文摘要：	目前，我国电信行业的竞争十分的激烈，国内市场竞争加剧以及国家对这一产业进行调整，都对移动通信公司影响很大。为了更多的市场占有率，更好的服务客户，移动通信公司不断地进行通信网络项目的工程建设和对技术进行改造，支持公司不断庞大的业务范围。为了在市场竞争中处于优势地位，同时更高效的完成日渐繁多的建设项目，使效率提升，将最好的效能比发挥出来，本文阐述了在移动通信工程建设中全面引入项目管理的必要性、积极性。从项目的开始至结束的整个过程进行评价、控制、协调、指挥、组织、以及计划，使项目能够更好的完成。通过引入项目管理体系，对移动通信项目的建设成本、进度、资源控制等实现更精细化的管理。本文从项目管理的概念入手，引入移动建设项目管理的概念，对移动建设项目管理的现状和存在的问题进行了分析，纵观项目规划、招标、实施、交付等整个过程，对沟通和风险进行了研究，重点探讨投资规模的控制、进度和安全，尤其对质量管理的重要性进行了深入的分析。在当前移动通信工程面临的困难与挑战下，初步探讨了如何在移动通信建设工程项目中成功实施项目管理，阐述只有通过项目管理的科学手段，移动通信工程建设才能保质保量按时完成，使企业的投入取得最快和最大的效益。
英文摘要：	Today, China's telecommunications industry competition is very fierce, the domestic market competition as well as the state of the industry adjusted for mobile communication company of great influence. In order to more market share, better customer service, mobile communication company unceasingly to carry on the communication network of the project construction and the transformation of the technology, to support the company has a huge business scope. In order to occupy an advantageous position in the market competition, at the same time more efficient completion of growing variety of construction projects, the promotion of efficiency, the best performance than play out, this thesis expounds the necessity, the full introduction of project management in the mobile communication engineering construction enthusiasm. The whole process which from the beginning of the project to the end of the evaluation, control, coordination, command, organization, and planning, so that the project can do better. By introducing the project management system of mobile communication project construction cost, schedule, and resource control to achieve a more refined management. This thesis from the concept of project management of construction project management, the introduction of mobile concept, current situation of mobile construction project management and the existing problems were analyzed. Throughout the project planning, bidding, implementation, delivery of the whole process, communication and risk are studied, focusing on the control, schedule and safety investment, especially the importance of quality management are deeply analyzed. In the current mobile communication engineering is facing difficulties and challenges, discussed how the successful implementation of the project management in the mobile communication in construction projects. Explained only through the project management of the scientific method, mobile communication engineering construction to timely completion of quality and quantity, make the enterprise investment the fastest and biggest benefit.
