中文摘要:目前学者关于企业人力资源管理的研究已经非常多,主要集中在人力资源管理理论、管理方式和管理案例上,立题出发点多是就某一性质企业的人力资源现状进行研究分析,少有对转型中人力资源管理的研究,而对于企业性质从民营股份制转变为国企控股企业过程中人力资源管理中的员工素质与激励的研究更少。其次,目前涉及上万家小微企业的中关村西区正在调整,中关村传统电子卖场功能弱化,众多的中小企业面临着转型。正是在这种理论和现实背景下,本文对北京华通伟业转型中人力资源管理的员工素质提升和激励制度等问题进行系统的研究,试图从中找到解决中关村中小企业转型中人力资源管理问题的方法。 本文通过文献分析法、数据分析法、案例分析法、深度访谈法等研究方法,分析北京华通伟业科技发展有限公司在转型中面临的员工素质不高、薪酬体系不合理、激励措施效果不明显、绩效考核不准等问题,通过学习型组织建设,激励机制调整,薪酬体系从新设置,激励机制调整完善等措施试图解决目前面临的人力资源管理问题。 通过研究,笔者发现学习型组织建设是否完备、可控、有效果、呈现螺旋式递进,员工是否具备自我学习能力,将直接影响到公司人力资源的可持续发展;激励措施的公平性和差异性设计是否合理,将直接影响到员工认同感和公司业绩的提升;绩效考核的维度设置及权重,绩效考核指标是否完备合理,绩效跟踪能否有效,是对公司人力资源管理水平的考量,也将对公司内部管理、人员储备及公司发展产生深远的影响。  
英文摘要:Firstly, at present, there are so many academic researches on the enterprise human resources management, mainly concentrated in the theory of human resource management, management mode and management case. And the starting point is mainly the research analysis on the some nature of enterprises of the human resources, but few researches focus on enterprises in transformation, less on the nature of enterprise from the private joint-stock enterprises transformed to the state-owned holding enterprises. Secondly, the west of Zhongguancun is adjusting now, which is related to thousands of small and micro businesses, and its traditional electronic store function is weakening gradually. Many small and medium enterprises are facing transformation problem. Under this theoretical and practical background, this paper carries out a systematic research on the human resource management problems of Beijing GreatWe Company in transformation, trying to find ways to solve the problems of human resource management of small and medium enterprises in Zhongguancun during the transition period. The paper analyses the problems on the quality of staff not high , unreasonable salary system, obscure incentive effect, inaccurate performance assessment of Beijing GreatWe Company in transformation by literature analysis method, data analysis method, case analysis method, depth interviews, and so on. The pater is also trying to solve the problems of human resource management through the construction of learning type organization, the adjustment of incentive mechanism, and the adjustment of the remuneration. Through the research, the author find complete, controllable, effective, and showing spiral progressive construction of learning type organization, and self- learning ability of employees, will directly affect the sustainable development of company’s human resources; The fairness and reasonable differences of incentives will directly affect the identity of employee and the improvement of corporate performance; The setting and weights of performance appraisal, the completeness and rationality of performance appraisal, the follow-up effectiveness of performance appraisal are the ruler to measure the level of company's human resource management, which will have a profound impact on the company's internal management, personnel reserve and the development.
