中文摘要：	改革开放以来，我国城镇化的快速推进，推动了国民经济持续快速发展，也催生了房地产行业的形成和持续发展。与此同时，西方先进的项目管理（Project Management）理论在房地产业的项目经营和管理实践中也得到了普遍的应用和实践，形成了专业化的房地产项目管理理论和知识体系，并培育了一批标杆房企和大量的专业化房地产从业职业经理人队伍。 本文通过对项目管理、房地产项目管理、房地产计划管理及目标管理、房地产外包管理及绩效考核管理等若干基础理论的研究，提出房地产项目委托管理的研究课题。结合对工程项目委托治理、项目代建制、建设项目外包管理等理论，以及我国实行的政府代建实践总结和标杆房企探索的项目管理外包（如绿城代建、笔者亲历的若干项目托管实例）等模式的调查研究和分析总结，定义了“房地产项目全程托管模式”，针对房地产项目全程托管模式的研究，本文就委托方与受托方之间达成项目托管合作的若干关键环节进行了深入的分析研究，其中包括：项目前期托管和项目全程托管两个合作阶段的定义；托管项目的管理目标（项目开发计划体系）的设定，通过托管双方共同认定计划目标并使之转化为项目托管考核指标的方法研究；分别针对前后不同的两个托管阶段中托管项目的管理资源配置（组织形式、职责及权责界定、人力资源等）、托管服务过程中的具体工作内容、项目托管服务取费及支付方式等进行了深入剖析和详细的方法论述；通过对房地产经营管理绩效考核理论的研究，提出托管项目的过程考核及结果考核的方法论和具体的操作指引。 本文不仅丰富了项目管理理论在局部专业领域的研究课题，该研究成果更将使越来越多初涉房地产业的开发商和投资机构掌握并有机会选择项目托管这一创新的外包模式，从而摆脱自身项目管理能力不足或缺失的窘境、有效控制项目操盘和投资风险，保证项目的高效运营和客户满意的产品及服务，从而最终实现开发商与客户的双赢！

And research on several key aspects of real estate projects throughout the hosted model, the paper reached between the Principal and the trustees project hosting co-depth analysis, including: the definition of pre-project and project hosting two co-hosting the whole stage ; set management objectives hosting the project (project development planning system), and hosted jointly identified by program objectives and transform research project hosting assessment indicators; a method separately for around two different stages hosting, managed projects management of resources (organizational forms, define duties and responsibilities, human resources, etc.), managed services during specific content of the work, the project hosting service to take charge and payment methods carried out in-depth analysis and detailed discussion of the method; the real estate business by research management performance appraisal theory, put forward the assessment process and results of the assessment methodology and specific operational guidelines hosting project. This paper not only enriches the theory of project management research in the local area of expertise, which will enable more and more and more research started his real estate developers and investment institutions have the opportunity to select the item master and hosting this innovative outsourcing model, thus get rid of their own lack of ability or lack of project management dilemma, effective control of the project Trader and investment risk, ensure the efficient operation of the project and customer satisfaction with the products and services, and ultimately achieve a win-win developers and customers!
