| 中文摘要： | 传统的产业园区是由政府主导的一种经济组织模式，在我国最早出现在上世纪80年代。比如经济特区、开发区、经济合作区，乃至近年来各地大量涌现的城市新区。2003年，北京联东投资集团在国内率先提出“产业园区”的概念，具体理解为围绕着产业微笑曲线，构建的产业价值链一体化平台，以产业为依托，地产为载体，实现土地的整体开发与运营。以标准厂房、研发中式楼、产业大厦、独栋办公楼、配套生活设施为开发对象，整合自然资源、社会资源、经济资源，打造产、学、研产业集群，助力地方政府改善区域环境、调整产业结构、提升区域竞争力；另一方面，能帮助入园企业提升企业形象、降低入园企业的运营成本、提供完善生产生活配套，助力中小企业成长的新型产业模式。并以“联东U谷”为品牌，经过十余年的研究和探索，形成了独特的开发运营模式。本论文是以案例为基础，详细阐述了联东U谷产业园区的发展形势，结合联东集团的发展历史，以及联东U谷产业园区的特征，提出产业园区服务中小企业的发展目标；利用实际案例证明产业园区的集聚优势，对企业低成本运营的促进作用，企业孵化器的落地对中小企业的选址影响。总结出产业园区中小企业的引进策略；通过研究标准厂房的建设速度优势，满足轻资产运营企业的租赁厂房需求，以及满足个性化企业需求的定制服务，形成联东U谷产业园区与中小企业的合作策略。本论文通过笔者几年来，在产业园区建设一线的实践过程中，与大量中小企业主做过面对面的沟通，真正了解他们的需求；另外，在园区从“土地签约、规划建设、拓展招商、园区运营”各个阶段与地方政府互相支持、合作共赢。形成了较为成熟的开发流程和服务标准。其中有些观点和做法具有独创性，可供借鉴和参考。 关键词：产业园区 中小企业引进 企业孵化 园企合作 | |
| 英文摘要： | The traditional industrial park is dominated by the government as a model of economic organization, in our first appeared in the 1980s. For example, special economic zones, development zones, economic cooperation zone, even in large numbers around the new city in recent years.2003, Beijing Union Eastern Investment Group in China first proposed the concept of "industrial park", specifically understood as the smile curve around the industry, building industry value chain integration platform for industry-based, real estate for the carrier to achieve the overall land development and operations. With standard workshops, research and development of Chinese buildings, industrial buildings, single-family buildings, ancillary facilities for the development of the object, the integration of natural resources, social resources, economic resources, build production, learning and research industry clusters, help local governments to improve the regional environment, adjust industrial structure, enhance regional competitiveness; on the other hand, can help enterprises in the park to enhance corporate image, reduce operating costs of enterprises and provide complete production and living facilities, help SMEs to grow a new industry model. This thesis is based on case-based, elaborated on developments in the United U Valley Industrial Park East, combining East Group's development history and characteristics associated U Valley East Industrial Park, the proposed industrial park development goals services to SMEs; use proof of actual cases agglomeration advantages industrial park to promote the role of business in the low-cost carriers, landing site selection affect business incubators for SMEs. Summed up the introduction of strategic industrial park for SMEs; standard factory building by studying the speed advantage, to meet asset light operating companies lease the plant needs, and to meet the individual business needs of customized services, the formation of the United East U Valley Industrial Park and SMEs cooperation strategy.
