中文摘要：	公共图书馆作为积累、保存和传播人类文明和文化成果的专门机构，是公众接受教育的场所，是社会主义公益文化事业的重要组成部分，对提高人民素质和推动社会进步发挥着重要作用。近年来，全国各地图书馆纷纷把加强公共图书馆延伸服务作为公益性文化单位改革的目标之一。开展面向社区、面向基层、面向广大农村的延伸服务，成为新形势下公共图书馆加强服务工作的一大亮点。 在这样的背景下，本文通过访谈调查、问卷调查和案例分析等方法对我国城市公共图书馆延伸服务方法进行研究，尤其是对天津图书馆延伸服务方法进行重点研究，有利于促进我国城市公共图书馆延伸服务的发展。具体来说，本文主要包括六章内容：第一章阐述了本文的研究背景、研究意义、研究目的、研究方法和创新点；第二章从国内和国外两方面阐述了城市公共图书馆延伸服务方法的研究现状；第三章提供了城市公共图书馆延伸服务方法的理论依据；第四章从延伸服务提供方角度和延伸服务用户角度对天津图书馆延伸服务方法进行了重点分析；第五章从理论的高度系统地提出了我国城市公共图书馆延伸服务方法及延伸服务发展的几点建议；第六章是结论和展望。 本文的创新之处在于：第一，在阐述延伸服务发展的理论问题的基础上，为我国城市公共图书馆延伸服务实践提供了理论依据和理论指导；第二，提出了我国城市公共图书馆延伸服务的新方法，能够指导我国城市公共图书馆延伸服务的实践；第三，提出了我国城市公共图书馆延伸服务发展的建议，对于促进我国城市公共图书馆延伸服务实践探索和理论发展具有一定的作用。 总之，本文的研究成果有利于促进我国城市公共图书馆延伸服务工作在更广阔地区的发展，对于全国文化信息资源共享工程的建设、学习型社会的发展与和谐社会的构建具有重要的意义。
英文摘要：	Pubic libraries, the special institutions that accumulate, preserve and circulate human civilization and cultural achievements, are the places the public receive education. They are essential composing parts of social welfare culture and play an important role in improving people's qualities and promoting society's progress. In recent years, libraries all over the country try to strengthen extending service including open to society, basic levels and rural areas, and treat it one of public cultural units’ reformative goals. All of these have been the bright points of public libraries improving their work. Under this background, this dissertation does research on the extending service methods of municipal pubic libraries by interviewing investigation, questionnaire investigation and case analyzing; especially lay an emphasis on Tianjin library to promote the developments of national libraries’ extending service. Specifically speaking, it includes six chapters. The first chapter sets forth the research background, meanings, purposes, research methods and new points. The second chapter expounds its research situation at home and abroad. The third chapter provides its theoretical bases. The forth chapter mainly analyzes extending service state of Tianjin library both in the view of extending service provider and users. The fifth chapter systematically provides extending service methods of national municipal public library in theory and several suggestions. The sixth chapter is conclusion and forecast. The new points are as follows. First, on the base of expounding the theory of extending service, it provides theory guidance for practice. Second, it offers new methods for extending service of municipal pubic libraries. Third, it provides suggestions and plays a certain role in promoting practical and theory development of extending service of municipal pubic libraries. In conclusion, the research fruitful results promote the developments of extending service of municipal public libraries in more areas. It has great significance in the construction of national information sharing project, the development of study-type society and formation of harmonious society.
