中文摘要：	自上世纪八十年代以来，金融业日趋自由化和全球化，从而加大了宏观经济及金融市场的波动性，增加了商业银行经营的不稳定，银行行业的风险也更多样化、复杂化和全球化。天生的高风险属性促使商业银行首要解决如何控制潜在风险的问题，不仅直接影响银行的可持续发展，而且还关系到国计民生等各方面的诸多问题。 全面风险管理模式是当今全球商业银行所追求和实践的最佳风险管理标准。构建全面风险管理模式是我国商业银行缩短管理差距、提升盈利能力的有效途径。而商业银行风险管理流程作为构建全面风险模式的重要一环和主要构成部分，具有重要的基础作用和意义。 本文分析了商业银行风险管理的现状和存在的主要问题，借鉴国际上的主流商业银行关于风险管理的成功经验，提出适应全面风险管理需要和我国商业银行实际的风险管理模式，即：统一思想，转变观念，提高全员风险意识；整合商业银行现行风险管理组织机构，建立相对集中统一的风险管理组织体系；并建立与之相配套的风险经理制度、风险报告制度、风险管理考评制度和风险限额管理制度等管理机制，保障新建组织体系的有效运作；加大风险分析与管理技术的研究和开发力度，丰富风险分析与管理的手段，提高风险管理能力。
英文摘要：	Since the 80s years of twentieth Century，the development of financial liberalization and globalization has increased the world economic and financial market volatility， that increase the performance instability of commercial banks， the banking industry risk shows the characteristics of diversity、complexity and globalization． As a high risk industry managing monetary business， how to control the potential risk of commercial banks， not only directly related to the bank sustained development， but also to the many problems of financial economic and social aspects of coordination． The system of enterprise-wide risk management is the best standards of global commercial banks pursue and practice today． Constructing the system of enterprise-wide risk management in China can shorten the gap with international conditions and enhance the profitability management． As a base to build the system of enterprise-wide risk management， the commercial bank risk management process is very important． Basing on the analysis of the status of risk management of commercial banks and the exiting main problems， according to the successful experience of international credit risk management， this paper proposes the risk management mode adapting to the overall risk management of commercial bank of our country ． that is， uniting the thoughts， changing the minds， improving staff awareness of risk； integrating the organization and institutions of the commercial bank risk management， establishing the relative concentrating risk management organization system； and supporting the mechanism system of the risk manager、risk reporting、risk managing and evaluating、 risk limit managing， and so on． So ensuring effective operation of the new organization system， strengthening the research and development of risk analysis and management technology， enriching the means of and risk analysis and management， improve the risk management ability．
