中文摘要：	中国的经济发展基本上是以牺牲资源、能源和环境为代价，这已严重制约着我国经济和社会的可持续发展。就能源来说，我国早在2009年就已成为世界第二大能源消费国，但是人均能源占有量却非常低，这种粗放型的发展方式已不能保证中国经济又好又快的发展。我国经济发展对能源的依赖程度越来越大，其中工业能源消耗总量又占全国能源消耗总量的70%左右，而发达国家的能源消耗比例基本上是工业、民用和交通运输各占其能源消耗总量的三分之一。目前，我国工业投资项目的比重又相当大。因此，为了尽快提高各行业的能源利用效率，特别是工业的能源利用效率，节约能源，保证我国能源安全已成为当务之急。我国《节约能源法》规定：“国家实施节约与开发并举、把节约放在首位的能源发展战略；国家实行固定资产投资项目节能评估和审查制度。”它是我国固定资产投资项目节能评估和审查制度的法律依据，也是实现国家能源发展战略的一项重要手段，旨在从项目源头上保证最大限度地节约能源。从1992年到2010年间，国家相关部委先后发布实施过一些关于新建项目节能评估的相关法规，但都没有得到很好的执行。2010年11月1日实施的《固定资产投资项目节能评估和审查暂行办法》，才标志着固定资产投资项目节能评估和审查制度正式步入实施阶段。但是由于我国节能评估实施较晚，加之大多企业基本上没有做过项目节能评估，目前大多数工业固定资产投资项目可行性研究报告“节能篇”的内容的深度和广度很难达到国家要求，因为固定资产投资项目节能评估实行前置否决，因此很难通过政府部门节能审查批复，从而耽误了项目的工期。本文根据项目评估的相关理论，以及国家节能中心和《固定资产投资项目节能评估和审查暂行办法》的相关要求，在参考、分析和研究国内外节能评估研究现状的基础上，对项目节能评估的定义、依据、原则、要求和方法进行了总体描述。并结合我国目前工业项目的实际情况，从投资额和能源消耗的多少、对社会和环境影响的程度、专业和技术的复杂性三个方面，具体分析了工业固定资产投资项目区别于其它固定资产投资项目的独特性。结合笔者多年的能源管理工作经验，本文从工业企业的角度，对固定资产投资项目节能评估的内容、技术要点和程序进行了梳理，并重点针对节能评估的技术要点进行了研究，总结出了一套比较适合工业企业的固定资产投资项目节能评估的内容、技术要点和程序，并通过了汉沽盐场海水提溴项目节能评估的实际检验，证明本研究是可行的。本文总结的工业固定资产投资项目节能评估的内容、技术要点和程序不仅能为工业企业项目决策提供节能方面的建议，达到项目运营时节约能源，提高企业经济效益的目的；而且可以使工业企业固定资产投资项目可行性研究报告“节能篇”顺利通过政府部门节能审查批复，防止由于不能通过政府部门节能审查批复，进而耽误项目工期情况的发生；本文可为企业其它项目可行性研究报告“节能篇”的编写提供系统的、可复制的范本；亦可参照本文对企业在用项目的能源利用状况进行分析，提出具体的节能改进措施，以达到提高企业经济效益的目的。另外，本工业固定资产投资项目节能评估研究也是工业企业能源管理体系的一个重要的有机组成部分，对于完善工业企业能源管理体系是一个有益的补充，而且对于提高工业企业能源的管理水平、提高工业企业能源利用效率和节约能源有着比较现实的意义。
英文摘要：	China's economic development is mainly at the cost of resources, energy and environment, which is hampering economic and social development. As far as energy is concerned, China has become the world's second-largest energy consumer, while consumption per capita is very low, so this extensive development method cannot ensure the sound and rapid economic development in China. China's economic development greatly relies on energy, especially the country's total industrial energy consumption, which takes 70% of it, while in developed countries, industrial, residential and transport consumptions are one-third of each. At present, the proportion of industrial investment projects in China is quite big. Therefore, in order to raise the industry of our country as soon as possible, in particular, industrial energy saving and energy conservation have become a matter of urgency. In order to ensure China’s energy security, the energy conservation law stipulates: "the State needs conservation and development simultaneously, and we give top priority to saving energy development strategies; we carry out the policy of state fixed assets investment projects in energy saving rating and review system." It is the legal basis of the system of China's fixed assets investment projects in energy saving estimate and review, and it is also an important means of achieving national energy development strategy, designed to ensure energy savings from the project source. From 1992 to 2010, relevant national ministries and departments have promulgated some new project energy estimate of relevant laws and regulations, but are not well executed. On November 1, 2010, the energy-saving estimate and review of interim measures for marked fixed assets investment project formally entered the implementation phase of the energy saving rating and review system. But owing to the late implementation of energy conservation estimate, and combined with the enterprises which basically haven't done the project energy saving estimate, most of the current feasibility study reports of the industrial fixed assets investment projects all have difficulty in reaching the requirements. Because energy saving estimate introduced the predecessor to veto, making it difficult to reply energy review by government departments, so as to delay the project duration. based on the theories of project estimate of fixed asset investment projects, national energy conservation centre and the energy saving rating and reviewing the requirements for interim measures, analyzing the research status both at home and abroad, the thesis depicts energy saving of project, based on the definition of a general description, principles, requirements and methods. The content of the thesis is something from investment and energy consumption, the social and environmental impact, professional and technical complexity. The three aspects of the industrial investment projects of fixed assets investment projects are distinguished from other uniqueness. Combining years of energy management work experience, from the angle of industrial enterprise, I focus this thesis on the content of energy saving estimate of fixed assets investment project, technique points and process of estimate, especially on the technique of energy saving estimate, summarizing out a set of comparison for industrial enterprise of fixed assets investment project energy saving estimate , technique points and process of estimate, which has been proved by the seawater mention bromide project validation of our company. This summary of this thesis can not only provide suggestions for enterprises who will make decisions, but also save energy when projects are operated; And It can makes enterprises’ applications on fixed assets investment project smoothly go through government’s examination, preventing the delay of the project; It can also provide a reproducible version of energy saving for enterprises in the future. Enterprises can also reference to this thesis to analyze energy utilization in projects, making energy-saving improvements, achieving the purpose of increasing enterprise's economic benefits. In addition, the research of this thesis is an important integral part of the energy management system to improve industrial energy management system, which is a useful supplement to raise the level of energy management in industrial enterprises, which is of realistic significance.
