中文摘要:伴随我国市场经济体制的建立,电力施工市场逐步放开,施工企业间的竞争日趋激烈。当前经济环境下,电力工程项目各种资源价格的上涨,成本的增加,以及业主方不断压低的合同价格,使得电力工程施工的利润空间不断缩小,电力施工行业微利时代的到来,迫使企业经营者改变以往粗放的管理模式,开始注重精细管理、注重经营、注重成本。从占项目成本50%以上的物资管理要效益成为许多电力施工企业的管理共识,开展对电力工程物资采购管理研究,降低采购成本意义非凡。 目前国内外对电力工程施工企业如何有效开展物资采购管理,提高采购效率、节约采购成本的研究还不很多,本文也旨在通过对采购管理的理论介绍和电力工程物资采购的现状分析,力求能挖掘出更有效、更切合实际的管理改进方法,探讨提升电力工程物资采购管理的新途径。本文阐述了采购在计划和实施方面的相关管理理论,介绍了国内外对物资采购的相关研究。着眼于电力施工企业的物资采购管理,本文分析了我国电力施工项目物资采购的现状、内外部影响因素,以及存在的问题。结合电力施工企业外部市场和内部管理情况,提出了从物资采购计划管理、物资供应商管理、采购信息系统管理、企业物资采购软环境建设等方面加强物资采购管理的思路和举措。论证了根据电力工程物资特点以ABC分类法为基础,对物资进行分类,并根据不同类物资的特点确定采购方式,建立物资采购管理体系的方法。同时探讨了电力施工企业通过联合采购方式降低采购成本的可行性和操作模式。以天津电建公司为案例,介绍物资采购管理体系的建立,运用信息化手段进行物资采购管理,对本文结论进行论证。 
英文摘要:With the establishment of China's socialist market economy, electric power construction market has been gradually open . The competition among electric power construction enterprises is increasingly fierce. In the current economic environment, the price of resources of electric power projects rise, the costs increased, the contract price depressed constantly by the project owners, the profit space of the electric power construction enterprise is narrowed. With the low profit era coming in electrical construction industry, enterprise managers are forced to change the extensive management mode in the past. They begin to focus on fine management, business-oriented and cost-conscious. The purchasing cost accounts for more than 50% of the total cost of engineering project. Strengthening the materials management to increase economic benefits of enterprises, has become the management consensus of many electric power construction enterprise. Studying on power engineering material procurement management, reducing procurement costs, it has special significance. Current in electric power engineering construction enterprises how to effectively conduct material procurement management, improving purchasing efficiency, saving the cost of research is not a lot. This article is intended to pass on introducing the theory about purchasing and supply management and analyzing the present situation of electrical engineering material procurement, mining more effective and realistic approach to improve management, Exploring new ways of upgrading electrical engineering material procurement management. This paper expounds the related theory of purchase plan and the implementation management, introducing the related research on the procurement of materials at home and abroad. Focusing on electric power construction Enterprise material purchase management,the article analyzes the situation, internal and external influencing factors, and the problems of Chinese electric power construction project procurement. Combining with the external market and internal management of the electric power construction enterprises, The essay puts forward the ideas and measures for strengthen material purchasing management from the aspects of plan management, procurement supplier management, procurement management information system, soft environmental construction of the enterprise material purchasing. The paper discusses the method, of classifying material according to material characteristics of electric power engineering, determining procurement approach, establishing the material purchasing management system. Also discussed the feasibility and operating mode, through power companies joint procurement reduce the purchase cost. At last, taking Tianjin electric power construction company as an example, this demonstrates the conclusion of the essay.
