中文摘要:近些年,我国开始加大公共文化服务体系建设的力度,国家更加重视公共图书馆事业的发展,在人员、经费、政策等方面给予大力的扶持。2011年国家提出了公共图书馆、博物馆和文化馆的免费开放政策,公共图书馆的社会化进程加快,这对公共图书馆的管理提出了挑战。传统的经验管理、科学管理已经开始乏力,这种情况下文化管理作为一种软管理方式更为适合公共图书馆管理的未来需要。实践工作中,一些公共图书馆开始尝试进行组织文化建设,然而组织文化建设的标准不一,缺乏科学、规范的理论体系。一般而言,组织文化建设要经历诊断、设计、实施等过程,诊断是组织文化建设的起点,本研究以组织文化诊断为切入点,为公共图书馆组织文化建设提供理论指导。本研究在国内外文献调研的基础上,构建了公共图书馆组织文化诊断的基本理论框架。并通过专家访谈、图书馆员访谈、专家问卷调查和案例研究构建了公共图书馆组织文化诊断模型,为公共图书馆组织文化诊断提供一个具有适用性和可操作性的参考模型。在此基础上,提出了公共图书馆组织文化诊断的策略。本研究的主要结论为:第一,公共图书馆组织文化诊断模型的理论依据方面:提出了公共图书馆组织文化诊断模型的理论基础,界定了公共图书馆组织文化诊断的概念、内涵和类型,提出公共图书馆组织文化诊断的原则和意义,界定了公共图书馆组织文化诊断的主体、过程和内容。第二,公共图书馆组织文化诊断模型方面:本研究在公共图书馆组织文化基础理论研究的基础上,应用专家访谈、图书馆员访谈和专家问卷调查构建了涵盖诊断主体、内容和过程的公共图书馆组织文化诊断整合模型,并且通过在山东省图书馆实施组织文化诊断的案例研究,验证了模型的适用性和可操作性。此外,在此基础上,针对模型应用过程中容量不足的缺陷,本研究提供了三个辅助诊断检查表,分别是资料收集设计矩阵、诊断进度控制表和诊断内容项目选择表。第三,公共图书馆组织文化诊断策略方面:本研究提出公共图书馆组织文化运行的两个机制,其一是图书馆员个体内化机制,其二是图书馆员个体与文化的匹配机制。并针对两个运行机制提出了应对策略。此外,本研究针对公共图书馆组织文化诊断的过程和内容要素提出了应对策略,用以指导公共图书馆组织文化诊断活动。本文通过理论分析和实证研究,在我国公共图书馆情境下研究公共图书馆组织文化诊断的理论依据、模型和策略,力图实现以下创新:第一,理论上构建了公共图书馆组织文化诊断的基本理论框架。以往的研究缺乏对组织文化诊断理论层面的研究,而基本理论依据是开展公共图书馆组织文化诊断的基础,本研究在基础理论方面做了有益探索。第二,构建了公共图书馆组织文化诊断模型。本研究构建了涵盖诊断主体、内容和过程的公共图书馆组织文化诊断整合模型,并且通过案例研究对模型进行进一步的验证和修正。这一模型可以作为公共图书馆组织文化诊断的操作工具,是面向实际应用的一个实用的理论框架。第三,提出了公共图书馆组织文化诊断策略。本研究提出了公共图书馆组织文化诊断策略,以对公共图书馆开展组织文化诊断实践工作提供决策参考。 
英文摘要:Recently, China begins to intensify the construction of public cultural service system. The development of public libraries has attracted much attention, and has got strong support in terms of personnel, funding and policy. In 2011, government launched the free opening policy of public libraries, museums and cultural centers. This policy accelerates the public library's socialization process, and presents challenges to the management of public libraries. Traditional management methods, such as experience management and scientific management, have turned to be less valid. In this case, culture management as a soft management method turns to be more suitable for the management of public libraries in the future. Some public libraries try to carry out organizational culture construction, but there's a lack of unified standards and a scientific theoretical system. Generally speaking, the construction of organizational culture has to go through the process of diagnosis, design, implementation, etc. And the diagnosis is the starting point. This study takes the organizational culture diagnosis as a hitting-point to provide theoretical guidance for the construction of public library's organizational culture. On the basis of literature research, this study constructs the theory frame of organizational culture diagnosis for public libraries. Through expert interviews, librarain interviews,expert survey and case study, this study constructs a diagnostic model with high practicability and feasibility, and provides strategies for this model’s application. The main conclusions of this study are as follows: First, on the basic theory evidences of public library's organizational culture diagnosis model: This study put forward on the theoretical basis of public library's organizational culture diagnosis model, and defines the concept, content and type of public library's organizational culture diagnosis, proposes its principles and significance, and defines the diagnosis subject, process and content. Second, on the diagnostic model of public library's organizational culture: Based on the theoretical research, utilizing expert interviews, librarain interviews and expert survey, this study constructs a integrated diagnostic model covering diagnosis subject, content and process. Through the implementation of organizational culture diagnosis in Shandong Province Library, this study verifies the applicability and feasibility of this model. Furthermore, considering the deficiencies of insufficient capacity occurred during the application process, this study provides three auxiliary diagnostic checklist, namely data collection design matrix, diagnosis progress control table and diagnostic content item selection table. Third, on the application strategy : this research proposes two mechanisms of public library organization culture, one is the librarian individual internalization mechanism, the second is the librarian individual-culture fit mechanism. And puts forward the countermeasures for the two operating mechanism. In addition, this study proposes the implementation strategies for public library’s organizational culture diagnosis model which can be used to guide the public library’s organizational culture practice. Through theoretical analysis and empirical research, under the context of public libraries in our country, this study dedicates in the research of public library's organizational culture diagnosis theories, models and countermeasures, trying to achieve the following innovations: First, A basic theoretical system framework for public library's organizational culture diagnosis has been constructed. Previous studies attached less attention on theoretical level of organizational culture diagnosis, but the theory system is the basis for the public library's organizational culture diagnosis, this study achieves some useful explorations on the basic theory level. Second, A theoretical model for Chinese public library's organizational culture diagnosis has been constructed. This study constructs an integrated model for public libraries to accomplish organizational culture diagnosis, including diagnosis subject, content and process, and validates and modifies the model through case studies. This model can be used as a tool by public libraries to accomplish the organizational culture diagnosis, and it is a useful theoretical framework. Third, This study proposes the implementation strategies for public library’s organizational culture diagnosis model which can be used to guide the public library’s organizational culture practice.
