| 中文摘要: | 人事档案是个人信息历史的客观的记录。随着社会成员的流动的加剧,国内人力资源市场配置的水平提高,单位人逐渐转变为社会人,使得人事档案管理的重要性日益显现。 中国社会不同历史时期人事档案所记录的内容有很大不同。这是由于社会结构的变迁和社会政治经济制度的转变,从而决定了国家控制人的内容方面的变化。尤其在改革开放的今天,在自由的、市场化的经济背景下,民主、和谐、人本的社会价值观下,人事档案制度中所要求的人事档案形成的范围、记录的内容也应该有所不同。本文在理论结合调研的基础上,采用文献调查法,比较分析法,归纳与综合分析法等,对人事档案管理中的制度问题和对策进行了系统的研究。将“以人为本”的理念、“权变”理论,“前端控制”理论作为人事档案管理的基本指导思想,对人事档案的概念和形成、保管,利用等问题进行了详细探讨。 文章分为五章:第一章绪论,主要论述了文章的研究背景、意义、方法及创新点。第二章主要是对人事档案的含义进行讨论,给出了人事档案的在新环境、背景下的定义。即:人事档案以个人为单位集中起来,反映一个人历史活动的具有一定保存价值和有机联系的真实数据与客观记录。第三章是人事档案管理制度,主要概括了目前的人事档案管理制度的现状和分析了人事档案制度的结构。第四章是人事档案管理的制度问题,把人事档案管理制度中有关形成、保管、利用具体规定和实际管理的情况进行对比分析,立足于人事档案概念的变化,其内涵和功能也在变化,全面地发现其中的问题。第五章是解决对策,主要对人事档案管理制度的问题提出对策。强调在对人事档案概念的完整把握的基础上,探讨制度建立应该如何保障人事档案的管理、利用。 | |
| 英文摘要: | Personnel files of personal information are an objective historical record. With the increasing mobility of members of society, the domestic market in the allocation of human resources to improve the level of the unit gradually transformed into social person who makes the importance of personnel records management is becoming more evident. Chinese personnel files recorded in different historical periods of social content are very different. This is due to changes in the social and political changes and socio-economic systems in order to determine the changes in the structure of state control people's content area. Especially in today's reform and opening up, in a free - market-oriented economic background, democracy, harmony, human social values, range personnel files requested personnel records system formed, recorded content can also be different. Based on the theory of combining research, literature survey, comparative analysis, summarized and comprehensive analysis method, the personnel file management problems and countermeasures in the system were studied. The "people-oriented" concept, "contingency" theory, "front-end control" theory as the basic management of personnel files guiding ideology of the concept and formation of personnel files, storage, use and other issues were discussed in detail. The article is divided into five chapters: The first chapter discusses the research background, significance, methods and innovations thesis papers. The second chapter is to discuss the meaning of the personnel files, the definition of personnel files in the new environment, background. Namely: personnel files to individual units together, reflect a person has a certain historical event worthy of preservation and organic links with the objective record of real data. The third chapter is personnel file system, mainly summarizes the current status of the personnel file system and analyzed the structure of the personnel file system. The fourth chapter is the problem of personnel records management system, the relevant form of personnel records management system, storage, utilization and effective management of specific provisions comparative analysis, based on the concept of change in the personnel file, its content and features are changing, comprehensive problems found therein. The fifth chapter is countermeasures, mainly on the issue of personnel records management system to propose a solution. Emphasized on the basis of a complete grasp of the concept of personnel files on the system established to explore how to protect personnel file management, and utilization. | |
