中文摘要：	目前我国正处于经济转轨、社会转型关键时期，快速发展与剧烈变革的同时，隐藏其中的矛盾日益凸显，矛盾累积后演变为各种类型的群体性突发事件，且表现出事件发生频率增加、规模扩大、对抗性升级的趋势，已经严重威胁到社会稳定，因此构建群体性突发事件的应急防范体系具有重要现实意义，也成为理论研究的热点。然而，目前我国学者对群体性突发事件的研究以定性研究为主，多为建立在西方成熟社会理论基础之上从特定角度对群体性突发事件的研究，缺乏对本土化因素的考虑。 本文在国内外学者研究的基础上，对突发事件、群体性突发事件、扎根理论相关的研究内容进行了详细综述。借用扎根理论的思想，在案例研究的基础上对我国群体性突发事件发生发展过程的影响因素进行了分析，得到了群体性突发事件发展过程概念模型。在此基础上，提出了群体性突发事件的一般性结构化描述，从属性层面全面地刻画群体性突发事件。 在对群体性突发事件进行一般化结构化描述之后，从结构化描述的属性元素中筛选出政府能够施加影响的属性，以之为变量，构建属性间交互作用评估模型，通过属性间的动态交互作用关系，分析政府决策行为的效果。 最后，以甘肃陇南群体性事件为例，进行梳理分析，与上文提出的结论进行比较，结果表明陇南事件很好地支持了上文得出的结论。
英文摘要：	Our country is now in a critical period of economic transition and social transformation. While rapid development and dramatic changes, the hidden contradiction became increasingly prominent which led to various types of mass incidents. These events have been a serious threat to social stability, thus building an emergency prevention system for mass incidents has important practical significance, and it also has been a hot spot in academic research field. However, the current studies of mass incidents by Chinese scholars are usually qualitative research based on the theoretical basis of western mature society. This kind of research lacks consideration of localization factors. This paper carried out a detailed literature review of emergency, mass incidents and grounded theory. Borrowing the idea from grounded theory, we analyzed the impact factors of mass incidents based on case studies. After that, we built a conceptual model of the mass incidents’ development process. On this basis, we proposed a general structural description of mass incidents which offering a comprehensive characterization of mass incidents from the property level. Then we selected some elements from the structural description to be the variables of an interaction evaluation model, though this model, we can analyze the effect of government decision-making behaviors. Finally, we analyzed Longnan event as an example and compared the conclusions with the above ones. The result shows that Longan event can well support the conclusions drawn above.
