中文摘要：	人文社会科学研究评价是一项与价值导向相关的复杂工作，一直以来存在较大分歧。近年来根据国家社会发展需要，我国中央政府明确提出以高校为主要组成力量的人文社会科学研究队伍应当充分发挥学术优势，直面重大现实问题进行多学科综合研究，提出具有针对性的对策建议，并以高校人文社科重点研究基地为核心建设一批问题导向型的新型高校智库。本文在分析重点研究基地评价工作开展状况的基础上，将研究重点聚焦于基地科研效率问题，利用数据包络分析方法（DEA）具有的不需预估指标权重和生产函数形式、可充分考虑被评价对象独特性，且能够对多投入多产出进行有效综合评价的优势，构建智库建设导向的重点研究基地评价指标，对重点研究基地进行相对客观的科研效率评价，评估各基地作为智库在科研活动中对投入资源的利用效率情况，向作为科研投资者的相关主管部门提供后续投入决策的参考依据。 论文首先对相关研究背景进行分析，提出本研究的目的、意义及研究路径；其次对科研效率评价、人文社会科学及智库评价的相关概念、方法及研究进展做了总结概述；详细介绍数据包络分析方法的原理、模型；然后，对国内外应用DEA方法开展科研机构效率评价的相关研究进行梳理；接着通过对重点研究基地建设概况的介绍分析，结合前人研究经验提出智库建设导向的重点研究基地DEA效率评价指标；利用经典DEA模型、超效率DEA模型对基地科研效率、效率排名进行评价，并与基地原评价指标排名结果做比较分析；此外，从高校、学术片分类汇总的角度分别探讨了基地建设工作的特点；基于实证研究结果提出结论和管理建议；最后对本研究进行了总结和展望。本文创新点包括： 首先，将评价研究重点聚焦于基地科研效率，利用DEA方法优势突破传统评价指标体系的权重限制，在评价中充分体现重点研究基地各自的优势专长。 其次，利用重点研究基地数据全面性优势，采取定量方法开展智库评价，对智库观定量评价机制进行了探索研究。
英文摘要：	The evaluation for humanity and social science research has always been a complicated work in relavant to value orientation, and there exists considerable differences in it. In recent years, the central government of China points out that the humanity and social science research team of the nation which is mainly formed with universities should conduct multi-sujbect research in the face of major practical problems and put forward targeted proposals, taking the advantage of their deep scholar foundations, and build a group of university think-tanks based on the existing humanity and social science research bases. This paper focuses on the research efficiency of the humanity and social science research bases, utilizing data envelopment analysis method which shares the quality that it does not need to estimate the form and weights of production function and indicators and that it can make evaluation for multi-input and multi-output systems, establishing think-tank oriented evaluation indicators to evaluate the research efficiency of the bases acting as think-tanks, providing decision support for the charging department that plays the role of scientific research investor. This paper will firstly make an introduction for relevant backgrounds, put forward the aim, signification and methodologies for the study. Secondly it is to introduce and classify some basic concepts including evaluation of scientific research efficiency, humanity and social science research and think-tank. Thirdly, it will introduce then DEA method and its models, relevant empirical studies. Then it is to establish the input and output indicators system for the evaluation of the bases based on DEA. And then, it will conduct an empirical study on the data of the humanity and social science research base, making efficiency evaluation and rankings for the bases, analyzing the results and transformations at the level of base, university and scholar filed, providing suggestions for improvements. At last, it will give conclusions and outlook for the study. The innovations of this paper include two aspects as follow: Firstly, it introduces the DEA method to break the limitation of indicator weights in traditional methods to do the efficiency evaluation, which can better reflect the different advantages of the bases in the evaluation process. Secondly, it employs the quantitative method in evaluation for think-tanks, taking the advantage of a full data set for the bases, which is a exploration for quantitative evaluation for think-tanks.
