中文摘要:1990年初,我国电信产业进入了蓬勃发展时期,中国电信业把握时机,迅速垄断整个行业。为改变垄断引入市场竞争,国家对电信业的管制进行改革,中国电信管制机构应运而生。经过几年的发展,管制机构积极发挥自身作用,采用行政干预和差异化的管制手段促进新型运营商和传统运营商相互竞争,共同发展,促进电信行业健康,快速的发展。电信管制带来好的方面的同时,也带来了负面影响,比如,网络建设重复率升高、网间联系缓慢、恶性竞争、服务意识淡薄等现象。为进一步发挥管制的作用,提高管制的效率,竞争性管制必然成为管制的改革方向。中国联通作为电信管制由垄断性向竞争性改革的产物。20年来,公司从零起步,实现了快速发展,逐步走上科学发展的轨道,中国联通作为目前国内全业务运营商,全业务优势尚未发挥出来,一方面是由于竞争性电信管制仍在摸索中,竞争对手过于强大,另一方面是由于中国联通自身发展战略的偏差。第三次电信业重组对中国联通来说既是机遇又是挑战。电信重组使得中国移动和中国电信也成为了全业务运营商,电信业新一轮全方位的竞争必将更加激烈。我国电信业在2009年进行新的一轮重组后,电信市场已由市场开放代替行政垄断,由开放式管制代替封闭式监管,由有序竞争全面代替无序竞争。作为中国联通的一员,本文结合现行电信管制模式下的竞争局面,以重组为背景,学习运用竞争战略理论和SWOT分析模型,对中国联通目前所处的经营环境、优势、劣势、潜在机会、威胁进行全面分析,找出中国联通的竞争优势,确定出适合中国联通的差异化3G业务战略及全业务竞争战略保障措施,提出了实施过程中可能遇到的风险与应对措施。本文的研究有助于中国联通抓住电信竞争管制的机遇,发挥网通、联通融合的协同效应,整合企业各项资源,实施正确的全业务竞争战略,取得在3G/4G时代的电信市场竞争中的优势地位。 
英文摘要:At the beginning of 1990, China's telecom industry has entered a period of vigorous development, China Telecom seize the opportunity, quickly monopoly of the industry as a whole, is not conducive to the healthy development of the market. In order to change this phenomenon, the introduction of market competition, the state loosens telecom industry regulation, began to reform, the telecom regulation institutions and students. After several years of development, regulatory agencies actively play their role, the administrative intervention and differentiated regulation means to promote new operators and traditional operators compete with each other, common development, promote the healthy and rapid development of the telecommunications industry. Regulatory agencies in the introduction of competition, the price and other means, to urge the operators to reduce cost, improve efficiency, prevent the traditional operators unfair competition, and ultimately achieve common progress. Chinaunicom telecom regulation from monopoly to competition reform, 20 years, the company started from scratch, to achieve the rapid development, gradually embarked on the track of scientific development,Chinaunicom as the current domestic telecom operators, the business advantages have not yet played out, on the one hand is due to the competition of telecom regulation is still in the dark, competition is too strong, on the other hand, is due to the deviation Chinaunicom's own development strategy. The third reorganization of the telecommunications industry and is a challenge for Chinese Unicom is both an opportunity. China's telecom industry for a new round of restructuring in 2009 after the market pening, telecommunications market has been replaced by administrative monopoly,open control instead of closed control, by orderly competition instead of disorderly competition. As a member of Chinaunicom, combining with the current telecom regulation mode competition situation, to restructure as background, learning to useof competitive strategy theory and SWOT analysis model, the Chinaunicom management environment at present, advantages, potential opportunities,threats to conduct a comprehensive analysis, find out the Chinese competitive advantage of Chinaunicom, identified for Unicom's difference Chinese 3G business strategy and the whole business competition strategic security measures, put forward the implementation of risk may be encountered in the process and the countermeasures. This study will help Chinaunicom Telecom Competition Regulation to seize opportunities, play a synergistic effect of CNC,Chinaunicom fusion, integration of enterprise resources, the implementation of the whole business competition strategy is correct,made in the era of 3G/4G telecom market competition advantage.
