中文摘要：	随着城市化和社区工作的发展，我国城市社区图书馆的建设得到了社会各界的普遍关注，取得了显著的发展。由于社区是弱势群体的主要生活空间，弱势群体在社区图书馆的服务对象中占很大比例，如何做好为弱势群体的服务是社区图书馆服务的重点和难点。当前，我国社区图书馆在为弱势群体服务上，虽然取得了一些成绩，但仍存在着很多不足，面临着严峻的挑战。 为此，本研究引入社会排斥理论，综合运用文献调研法和个案调查法，对我国城市社区图书馆面向弱势群体服务的现状，特别是现存的问题和障碍进行了深入地调查和分析，并在此基础之上，系统地提出了社区图书馆面向弱势群体服务的策略，以期能为社区图书馆开展面向弱势群体服务提供一些理论指导和实践参考。 本文在回顾和总结前人研究的基础之上，采用社会排斥的理论视角，从社区图书馆服务对弱势群体的排斥、社区图书馆所面临的排斥和弱势群体的自我排斥这三个方面构建了基于社会排斥的理论模型。然后，对于我国目前弱势群体的规模、城市社区图书馆的发展形势以及我国社区图书馆在为弱势群体服务上取得的成绩和存在的不足进行了总体介绍。此外，为了进一步深入地探究城市社区图书馆在为弱势群体服务方面存在的问题和障碍，本文采取访谈调研、实地观察、文献调研等多种方式，重点对天津市的5个社区图书馆和24位弱势群体读者以及42位弱势群体非读者进行了个案调查，并根据理论模型对于现存的问题及原因进行了揭示和探询。最后，针对现存的问题和障碍，本文从社区图书馆、外部影响因素和弱势群体这三个角度，系统全面地提出了我国城市社区图书馆面向弱势群体服务的自我发展策略、政治及公共关系策略和用户挖掘策略以及具体措施，并对策略的实施提出了建议。
英文摘要：	With urbanization and the development of community work, the construction of city community library has received the widespread attention from all walks of life and achieved remarkable performance. As the community is the main living space of the vulnerable groups, the vulnerable groups accounted for a large proportion in the community library service clients. How to serve the vulnerable groups better is the priorities and difficulty of the community library work. Although, currently community library in China has achieved some achievements on the services for vulnerable groups, it still exists many lacking points and faces severe challenges. Therefore, this dissertation brings in the social exclusion theory, makes use of the literature research and case studies synthetically, which makes deeply investigation and analysis of the present condition of the urban community library services for the vulnerable groups, specially focusing on the extant problems and the barriers. Above this foundation, systematically proposed community service strategy of the community library for the vulnerable groups, which serving to provide some effective theory and practice reference guide for the community library services for vulnerable groups. This dissertation in reviews and summarizes on the basis of the predecessor studies, adopts the view of social exclusion theory, divided into three parts that the community library services for the vulnerable groups existing exclusion, community library services for vulnerable groups facing exclusion, vulnerable groups have self-exclusion to community library services, which three construct the theoretical model in respect of the social exclusion. Next it brings an overall presentation of the current size of the vulnerable groups, the development of the situation in community libraries and the achievements and shortcomings of the community libraries services for vulnerable groups. Furthermore, in order to advanced deeply explore the problems and barriers which exist in the city community library service for vulnerable groups, this dissertation mainly adopts the methods of the interviews and actual observation, investigates five community libraries, 24 the vulnerable groups readers and 42 vulnerable groups non-readers in Tianjin. According to the theoretical model, it exposes and probes the existing problems and causes. Finally, in view of the extant problems and the barriers, this dissertation from three perspectives of the community library, the external factor and the vulnerable groups, comprehensively puts forward the self-development strategy, political and public relations strategy and users mining strategy as well as the concrete measures, and gives some recommendations about strategy implement.
