中文摘要：	随着我国经济社会高速发展，大城市尤其是一线城市中的流动人口数量大幅增加，大量的流动人口除了给城市建设提供了大量廉价劳动力之外，也对城市管理提出了挑战。在当前我国大力推动建设服务型政府的大背景下，流动人口管理与服务是当前中国的一大热点问题，而流动人口信息服务更是其中一项重要工作。在这一背景下，许多学者对流动人口信息需求和政府的信息服务进行了调查研究，取得了许多研究成果。首先，本文回顾了国内外服务型政府建设和流动人口管理与服务的理论与政策。之后主要运用特定对象访谈的方法，对滨海新区农民工、劳动部门和天津经济技术开发区流动办进行了调研，从农民工自身需求，劳动部门管理实际和流动办工作流程等几个不同维度对当前流动人口信息服务现状进行了分析。最后，在开发区流动人口信息服务体系的基础上，探索建立移动信息交互服务平台。在政府与农民工之间移动信息交互平台建设的研究中，笔者提出了以服务型政府建设指导思想为依托，借鉴国外灵活的人口信息登记和管理模式，因地制宜，探索建设我国的流动人口移动信息交互平台。在此理念的指引下，移动信息交互平台将体现其交互性、便捷性、实用性和廉价性。以政府为责任主体，在移动运营商的技术支持下，为农民工提供信息服务，在信息交互过程中，农民工将享受各种信息服务项目，满足其各类信息需求，同时政府将通过此平台实时掌握农民工的各项基本信息及变化情况，移动运营商将获取营业收益和良好的社会效益。 本文通过对政府与农民工间移动信息交互平台建设的研究，为政府对流动人口的信息服务提供了一个崭新的方式，这一方式不但变被动为主动，更加突出了服务型政府的执政理念，也为将来全面落实我国人口信息登记奠定了基础。图11幅，表1个，参考文献33篇。
英文摘要：	With the rapid economic and social development of our country big city,especially the number of floating population in first-tier cities increased significantly, a large number of floating population in addition to providing cheap labor force to the city construction, but also challenge the city management. In the current our country to vigorously promote the background of building the service-oriented government, the management and service of floating population is a hot topic in the current Chinese, but the floating population information service is one of the important work. In this context, many scholars have conducted a study of floating population information demand and government information service, obtained a lot of achievements. First of all, reviews the theory andpolicy of domestic and international service type government construction and management of the floating population and service. After using the method object specific interview, in the Binhai New Area of migrant workers,the labor department and the Tianjin Economic and Technological Development Zone flow to do the investigation, migrant workers from their own needs, the labor department management and flow do work flow and so on several different dimensions on the analysis of current situation of floating population information service. Finally, based on the floating population information service system development zone, explore the establishment of mobile information service platform. Study on the construction of information in mobile interactive platform between government and migrant workers, the author proposes to build a service-oriented government guiding ideology as the basis, learn from foreign flexible population information registration and the management pattern, suit one's measures to local conditions, explore the floating population of mobile information construction of our cross platform. In this concept under the guidance of mobile information exchange platform, will be reflected in its interactivity, convenience, practicability and cheap. With the government as the main responsibility, in support of mobile technology, to provide information services for migrant workers, in the information exchange process, migrant workers will enjoy a variety of information services, to meet the various demand of information, at the same time, the government will use this platform to real-time grasp the basic information and the change of migrant workers, mobile operators will get business benefit and good social benefit. Based on the study of migrant workers between the government and construction of mobile interactive platform for government information, the floating population information service provides a new way, this way not only can change from passive to active, the more prominent of the ruling idea of the service type government, also has laid the foundation for the future to fully implement the China population information registration.
