中文摘要：	随着计算机网络技术的发展，高校图书馆之间联合运作的可行性越来越高，国内涌现出一批又一批的区域高校图书馆联盟，并取得了不错的成绩。宁夏高校图书馆尽管在国家西部大开发战略的政策保护下，抓住机遇，取得了长足的跨越式进步。但由于历史、地理等原因，宁夏高校图书馆在经费、观念、人才、技术、硬件设施等多方面仍无法与中东部及沿海地区相比，用户日益增长的信息需求与各馆资源、经费紧张的矛盾也越来越明显。为了缓解矛盾，提高服务质量，以便更好地为宁夏高校的教学科研提供高水平的文献信息保障，构建宁夏高校图书馆联盟势在必行。 本文的主要构思是，在国内其他地域高校图书馆联盟取得一定成效，而宁夏地区高校图书馆用户需求日益强烈与信息资源相对匮乏的矛盾不断加剧的情况下，如何构建宁夏高校图书馆联盟，以发挥其应有的作用，进而将共建、共享、共知的理念深入到各个高校图书馆，使各种信息资源得到更加合理、高效、优化地配置。 笔者在查阅大量相关文献和开展调查研究的基础上，运用图书馆学、统计学等相关理论和问卷调查分析方法对宁夏高校图书馆发展现状进行调查分析。借鉴天津教育文献保障体系（TALIS）经验，提出了构建宁夏高校图书馆联盟的发展策略：健全的管理机制、强烈的共享意识、统一的服务平台、稳定的资金及人员的培训和教育。 本文创新之处主要体现在：通过综合国内外高校图书馆联盟研究成果，调查分析宁夏高校图书馆发展现状，借鉴TALIS成功经验，首次提出在宁夏地区构建高校图书馆联盟。
英文摘要：	With the developments of computer and network technologies, the feasibility of a joint operation between the university libraries becomes increasingly higher, group after group of regional university libraries alliances are established in our country ,and have achieved good performance. Although University Libraries of NingXia have seized the opportunities and made great leaps forward under the policy of the western development strategy. However, due to historical and geographical reasons , University Libraries of Ningxia still can not be compared with libraries in the middle eastern and coastal areas such as expenditures, ideas, talents, technology, hardware facilities and so on, the contradiction between user’s growing information needs and the shortage of resources and funds is becoming more and more obvious. For the sake of alleviating the conflicts and improving service quality, it is imperative to build university libraries alliance of Ningxia to provide more and better information resources for teaching and research. Some domestic regional university library leagues have made some achievements while the conflicts between university library users’ demand and shortage of information resources is getting increasingly strong. The main purpose of this paper is to illustrate how to build Ningxia university library leagues and play their own roles. And then root the concept of co-building, sharing and mutual acknowledgement into Ningxia university libraries. On the basis of consulting a large number of relevant literature and investigation, the author uses some theories of library science, statistics and questionnaire survey to analyze the current development situation of Ningxia university libraries. Moreover, referring to the experience of TALIS, the author also put forward the development strategy of constructing Ningxia university library leagues: a sound management mechanism, a strong sense of sharing, unified service platform, stable funding source and personnel training and education The innovation of this article is mainly reflected in: through comprehensive university library leagues research results at home and abroad, investigating and analyzing the current situation of the development of Ningxia university library, and learn from successful experience of TALIS, the author first time put forward the construction of university library leagues in Ningxia.
