中文摘要:随着利率市场化进程的加快,很多中小银行面临流动资金缺乏、不良贷款比例增大,缺少投资项目等众多困境,同时中小银行作为我国金融体系中的重要组成部分,在资源配置、促进中小企业发展方面起着至关重要的作用,因此研究中小银行在挑战下如何走出发展困境和谋求更大的发展是目前中小银行亟待解决的问题。本文正是从这个角度出发进行天津农商银行的发展战略研究,文中采用了借鉴成功例子确定目标战略和职能战略的思路进行了展开,首先通过自我认知天津农商银行的现状指出了天津农商银行目前发展的优势和劣势;接着采用例证法引入天津农商银行,深入分析了天津农商银行的发展策略和取得的成果以及进一步发展面临的挑战;接着采用发展战略从目标战略到职能战略的方法,具体提出了天津农商银行的发展战略,这也是本文的主要研究成果,包括具体的市场定位对象,包括中小企业、农户和个人财富管理,并提出了可操作的为抓住市场定位的客户而需要的职能策略,包括经营理念上合作与竞争、未来发展与当前利益、客户需求和当前利益以及责任与利益关系的新诠释,渠道管理方式和渠道服务的具体措施以及员工素质提高和业务兴趣培养的具体方法;最后通过天津农商银行和同行业的对比提出其实施新的发展战略需要的具体措施,包括加强风险管理水平,进行理财产品创新,引进外资银行先进的管理经验,加强与政府部门的合作,实现经营模式转变等进行具体的措施。 
英文摘要:With the process of interest rate liberalization, many small and medium-sized banks are facing more and more severe challenges,such as, lacking of liquidity ,the ratio of non-performing loans increasing. at the same time, the small and medium-sized Banks as an important part of the financial system in our country, in the allocation of resources, plays an important role in promoting the development of small and medium-sized enterprises. So, how to get out of the dilemma and seek greater development is an urgent problem in the small and medium-sized Banks. from this perspective ,This paper is studying the development strategy of the Tianjin Rural Commercial Bank, drawing lessons from the successful example to determine the target strategy and function strategy. At first, this paper puts forward the measure of small banks out of strengths and weaknesses trouble trough the development of small and medium-sized banks; then using the method of example introduction of Tianjin Rural Commercial Bank, in-depth analysis of the development strategy of Tianjin Rural Commercial Bank and achievements as well as the further development of the challenge; then puts forward the concrete object and target strategy of small and medium-sized banks ,this article focus the development of Tianjin Rural Commercial Bank. Including positioning objects in specific market,and the small and medium-sized enterprise, household and personal wealth management. And proposed functions of the operational strategy for seizing market positioning and customer needs, including the philosophy of cooperation and competition, the future development of new interpretations of interest, customer needs and current interests and responsibilities and interests with the current, channel management specific measures and access to services as well as specific methods to improve the quality of staff training and business interests; Finally, Tianjin Rural Commercial Bank contrast the agricultural firms in the same industry to present its new development strategy needs to implement specific measures, including the strengthening of risk management, conduct financial product innovation , introduce advanced management experience of foreign banks, to strengthen cooperation with government departments to achieve specific business model changes and other measures.
