中文摘要：	在我国加入WTO之后，随着经济的快速发展和基本建设规模的不断扩大。企业对工程项目进行全过程工程造价控制的要求十分迫切，研究分析和掌握有效控制工程造价的方法，使工程造价管理尽快纳入规范化，系统化，信息化，法制化，是当务之急。 工程造价管理必须实现与国际社会的全面接轨，同时工程造价管理人员必须从全新的角度来管理和控制工程项目的造价。工程造价管理涉及的面比较广并且是一项不确定性很强的工作，在项目实施的过程中会出现许多不可预见的事项，而对于这些事项的防范仅靠投资的控制很难做好，需要对工程造价管理的全过程进行系统的计划与控制。 工程造价的控制与管理是一个从投资决策到竣工结算的过程，是一个系统工程，任何环节都缺一不可。工程造价与整个工程成本控制息息相关，本文从造价角度出发，分别探讨了在工程项目的投资决策阶段、设计阶段、招投标阶段、施工阶段、竣工阶段，如何通过选择和优化工程相关程序降低工程成本。只有对建筑工程进行全过程造价控制才能达到目的。建设工程造价在我国长期存在概算超估算，预算超概算，决算超预算的三超现象，严重困扰着建设工程的投资效益。采取综合的方法对建设全过程进行控制，杜绝“三超”现象发生，合理有效地控制工程造价，节约工程资金，使企业投资获得最大的经济效益和社会效益。 本文以大沽化工目前的项目建设现状和实际需要为出发点，针对工程实施过程中存在的主要问题，通过对地区的造价控制方面的的经验研究，结合大沽化工的实际情况和项目管理中成熟的造价控制经验，采用查找资料和实际案例调研相结合的办法，提出既有理论依据，又能贴合实际的可操作的解决方案。系统地分析了大沽化工全过程工程造价常用的理论和方法，并结合实际情况提出了全过程工程造价控制的模式,制定了50万吨/年苯乙烯项目工程造价控制方法。大沽化工的全过程造价控制模式具有一定的创新性，研究成果对大沽化工建设项目全过程工程造价控制的发展将具有一定的帮助和促进作用，具有较强的现实和理论指导意义。
英文摘要：	As our country has joined in WTO, the development of economy is very rapid and constant of the fundamental construction’s invent scale is enlarging. So the company is very urgent to control the cost of total project construction. It is urgent to study analyze and well know the methods for controlling construction project cost to make the management of construction project cost standardized, systematic, internationalized and legal. Project construction cost of the total project construction in the Chinese building market. Project construction cost management must realize all-side integrand with international community. At the same time, the administrative staff, must come to manage and control the cost of the construction project from a brand-new aspect. Project construction cost management involves wider surfaces. It is a more uncertainty work, and presents a lot of unpredictable items in the course of project implementation. And it is very difficult to do well that the precaution of these items is only leant against the control involving the investment or cost. We need systematically plan and control the whole course of the project construction cost management. Research conclusions control and management of construction project cost is process management from the investment decision-making to the final settlement of account for final completion of construction project. Engineering cost is closely related to the whole engineering cost and ensure investment benefit by selection and optimization if the relevant procedures of the engineering at the stages of investment decision, design, bid, construction and engineering completion. It is also a systematic project with no dispensable part only all costs of the whole construction works are controlled the goals can be achieved. The problems that the general estimate excesses the estimation, the budget excesses the general estimation and the final settlement of account excesses the budget have existed for long time in China and they seriously trouble the management of construction project cost. A systematic and integrated method should be used for controlling the whole construction process to eliminate the “Three Excesses” phenomenon control the construction project cost reasonably and effectively and save the construction cost to gain the maximum economic and social benefits, This text is based on the current situation and actual need of the construction of DAGU. It systematically analyzes the theory and the method about DAGU’s total process in project construction commonly pattern. It is point out the main problems existed in the process of construction, looks into the experience of cost control of building intelligence engineering in the developed districts, discuses the matured experience of the cost control of building intelligence engineering according to DAGU chem. real situation. This text makes use of the integration of theory analysis and investigation of real case and brings up the solution which is based on the theory and also fit in with the reality. According the union actual situation, it point out how to control the cost of 500KTA SM project . The DAGU pattern of cost control has certain innovative in the total construction project. The research results will certainly help and facilitation to the development of DAGU construction project and total cost control of construction project. It has stronger reality and theory directive significance.
