中文摘要：	随着我国经济的迅猛发展和市场国际化、全球化的要求，增加了企业间的相互竞争，尤其是工程领域的竞争尤为激烈。因此如何采用科学的管理方式或者管理思想以增强企业的竞争优势，无疑成为企业最为关心的重要内容。在这种形势发展下，精细化管理从而成为企业提高自身竞争力的一种有效手段。对于工程造价管理模式来说，精细化管理势在必行。尤其是对于城市市政基础设施项目的工程造价管理，企业要想在发展中占领一席之地，就必须控制各方面细节成本，从而获取更多的利润空间。并且由于当前施工企业正处于由低技术含量的高密度施工方式向低技术的精细化施工方式转变的关键时期，因此对项目工程造价采取精细化管理机制将成为企业发展的重要工作和任务。本文根据精细化管理的基本理论、城市市政基础设施配套项目及造价的特点，从设计阶段、招投标阶段、施工阶段、竣工结算阶段四个环节进行研究，依次对各个环节造价精细化管理的现状及产生原因和各阶段造价精细化管理影响因素进行分析，结合工程造价管理与工程精细化管理过程中可能出现的问题，提出相对应的造价管理对策和科学的控制管理方法。通过对市政基础设施配套项目工程造价精细化管理的研究，得出工程造价精细化管理不仅仅是传统意义上的预结算控制，而应该贯穿于项目建设的全过程。要实现造价精细化管理的目标，必须全过程管理。
英文摘要：	With the rapid development of economy in our country, the requirement of the globalization and market internationalization, increased the competition between enterprises, especially engineering in the field of competition is particularly intense. Therefore how to adopt scientific management methods, or management ideas to enhance the enterprise the competitive advantage, there is no doubt that it is an important content of enterprise is the most concerned about. Under this situation, fine management to become an effective means of enterprise improving self competition. For engineering cost management mode, the fine management is imperative. Especially for city municipal infrastructure project construction cost management, enterprise want to occupy a place in the development, we must control all aspects of cost detail, so as to obtain more profit. And due to the current construction enterprise is in the low technical content of high density construction methods to the low-tech way of elaborating the construction of a period, therefore the project construction cost to take the elaborating management mechanism will be an important work and task to enterprise development. In this thesisi, according to the basic theory of fine management, the characteristics of urban municipal infrastructure projects and supporting cost, from the design stage, bidding stage, construction stage and completion settlement stage four link is studied, in order to present situation and causes of the cost of every link of fine management and influence factors were analyzed, and the cost of fine management in different stages of the combination may encounter problems in the process of the project cost of fine management, put forward corresponding cost management strategy and control method of science. Through to the municipal infrastructure supporting the project construction cost of fine management research, it is concluded that the project cost the elaborating management is not only the traditional accounting settlement control, and should be throughout the course of project construction. To achieve the goal of the elaborating management cost, must be the whole process of management.
