中文摘要：	城市基础设施建设是国民经济和社会发展的重要组成部分。进入21世纪以来，伴随着经济的快速发展，我国城市化步伐不断加快，大规模的城市基础设施建设已经迫在眉睫。然而大规模的城市基础设施等工程，资金需求量非常大，仅为传统的建设模式已经不能满足发展的需求，这就需要探索一种能够为城市化基础设施建设吸引大量外来资金的新融资模式，以解决目前我国城市基础设施建设资金短缺的问题。BT模式具有权责明确、机制新、管理灵活的特点，是一种全新的融资模式，城市基础设施建设领域引入BT模式，可有有效缓解政府在城市基础设施建设方面的财政压力，具有强大的生命力。目前，BT模式在国外应用已很广泛，经验也较成熟。而在我国建设领域，BT还处于摸索阶段，经验匮乏，并且BT模式中参与主体较多，项目投资额大且工期较长，各参与主体的组织、利益关系复杂，在实践过程中难免会出现很多问题，仍需在实践中不断进行总结和完善。本文笔者在学习和借鉴一系列BT模式理论的基础上，对BT模式进行了深入研究：首先阐述了BT模式的涵义、特征及适用范围，同时还比较分析了BT模式与BOT、TOT、ABS融资模式的区别；接下来系统分析了BT模式的主要参与者及他们之间的关系，给出了主要运作程序及组织结构图，并对四种常见的建设管理模式进行了阐述，分析其特点及适用范围；接下来对投融资建设项目BT模式的应用性分析；最后结合海河春意桥项目，对该项目采用BT模式进行可行性分析，再对其实施方案进行阐述，主要从BT项目合同体系、工作体系、信用体系、招投标体系、风险防范、施工建设全过程监管、回购安排及实施流程。在城市基础设施建设过程中引入BT模式，最主要的目的是解决资金短缺的问题。本文就我国城市基础设施等工程的建设过程中如何更好地、更规范地运用BT模式进行探讨，促进我国投融资体制改革和建设工程管理模式创新，以为我国城市基础设施建设提供理论基础和运作指南。
英文摘要：	Urban infrastructure construction is an important element of national economic and social development.Since entering the 21st century, along with the rapid economic development, China is accelerating the pace of urbanization, massive urban infrastructure construction is already upon them. Massive urban infrastructure construction, however, needs are very large, traditional construction models are not only meet the needs of development, which need to be explored to attract substantial foreign funds for urban infrastructure construction of the new financing model to solve our country's problem of shortage of construction funds for urban infrastructure.BT mode has clearly specified powers and responsibilities, flexible mechanisms, management features, and is a new financing model, urban infrastructure construction domain the introduction of BT mode, can effectively alleviate the financial pressures for urban infrastructure construction, the Government has powerful vitality. At present, the BT mode in foreign applications are broad, experience is more mature.In the field of construction, BT is still in the exploration stage, lack of experience, and more BT mode as the main body, investment, larger and longer duration of the project, participating organization, the subject of interest in complex, inevitably encountered many problems in practice, still need to be summarized and refined continuously in practice. Author of this thesis and learn from a range of BT mode theory based on an in-depth study of BT mode: start by describing the meaning, characteristic and application of BT mode, while a comparative analysis of the BT and BOT, TOT, ABS financing mode differences;System analysis of BT mode throughout the rest of the main actors and their relationship, key operational procedures and organization charts are given, and four common construction management model was elaborated to analyse their characteristics and application range of;Next on the construction project application analysis of BT mode financing;Finally, spring of haihe River Bridge project, a feasibility analysis of the project using the BT mode, then its implementation is described, mainly from the BT project contract system and work system, credit system, bidding systems, risk management, construction supervision, repurchase arrangements and implementation process of the whole process. Introduction of BT mode in urban infrastructure construction, the main purpose is to resolve the problem of shortage of funds.This thesis on the construction of urban infrastructure and other projects in China in the process of how better to explore, more specifications using BT mode, promoting China's investment and financing system reform and innovation of management model of construction engineering, theoretical basis and operational guidelines for the construction of urban infrastructure.
