中文摘要：	随着开放政府理念的不断深入，很多发达国家都建立起政府开放数据网站，为公众提供一站式的政府开放数据获取，而我国的政府开放数据网站建设尚处于起步阶段，存在着很多的缺陷和不足。因此，我国亟需学习发达国家政府开放数据网站建设经验，为我国的政府开放数据网站建设提供借鉴和参考。 本文选择美国政府开放数据网站为研究对象，通过对美国政府开放数据网站建设的内外部因素进行分析，总结出美国政府开放数据网站建设的成功经验。并通过美国政府开放数据网站与我国国家数据网站的对比，总结出我国国家数据网站的不足之处。最后通过借鉴美国政府开放数据网站的成功经验并结合我国国情，提出了美国政府开放数据网站对我国的启示。我国要建立政府开放数据网站应从以下方面着手：在外部因素上，我国应从建立开放的责任意识，建立政府开放数据战略规划，完善法律，建立良好的管理机制及政策执行机制，促进多元主体的参与等方面入手，为我国政府开放数据网站建立良好的外部条件。从网站自身建设上，我国应从提高政府开放数据的种类和数量，整合政府开放数据资源，加强数据的利用服务，建立完善的互动机制 ，加强对数据质量的管理等方面进行加强，提高我国政府开放数据网站的服务能力，促进公众对政府开放数据的获取。 建立政府开放数据网站是一项系统工程，不仅涉及到政府政策、管理机制、法律等外部条件,也包含着网站自身建设的方方面面。本文通过对美国政府开放数据网站进行研究，并提出美国政府开放数据网站对我国的启示，希望能为我国的政府开放数据网站建设提供相应的参考。
英文摘要：	With the deepening of the concept of open government, many developed countries have established the government open data websites，which are helpful to improve the transparency of the government and the citizens' right to know. Construction of government open data website in our country is still in its infancy. Therefore, China needs to learn experience of developed countries, and learns reference for our country's government open data website . This paper chooses the United States government open data website as the research object. Through analyzing internal and external factors to the United States government open data website , author summarizes the successful experience of the United States government open data website.Finally by drawing on the successful experience of the United States government open data website and combined with China's national conditions, author puts forward enlightenment of the government open data website to China. On external factors, China needs to establish an open responsibility consciousness, establish government open data strategic planning, perfect the law, establish a good management mechanism and policy implementation mechanism and promote the participation of multiple subject aspects. On building web site, China should improve the amount and type of open government data, integrate the government open data resources, improve the utilization of data services, establish interactive mechanism ,strengthen the management of data quality to strengthen and improve service ability of our government open data website. Establishing the government open data website is a systematic work, which involves not only the government policy, management mechanism, legal and other external conditions, but also contains many aspects of the construction of the website itself. The author through studying the United States government open data website and putting forward the enlightenment to our government open data website, hopes to provide the corresponding reference to our country's government open data website.
