中文摘要:水务产业在我国是一个比较新兴的产业。长期以来,城市水务一直被当做 公益事业来经营,水的市场特性和商品特性没有得到体现,工业、居民用水价格长期偏低,水资源浪费严重。随着社会主义市场经济体制的不断完善,公共产品供给的效益和质量开始备受社会关注,水资源的商品特性和市场特性日益显现。为了充分利用市场机制对资源的优化配置作用,促进水资源有效利用,国家推进了以水务一体化管理、水价形成机制理顺和市场准入放宽为主要内容的水务市场化改革,鼓励社会资金和外国资本采取多种形式参与城市水务投资,形成多元化的投资结构,水务行业已经不可避免地进入了激烈竞争的格局之中。 中国水务投资公司是于2004 年成立的国有控股企业,业务范围包括原水开 发和供应、区域间调水、城市供排水等领域的投资和运营。经过6 年的发展,公司已投资控股组建了12 个子公司,日供水能力超过325 万吨,实现主营收入10 亿元。面对市场化改革的整体趋势和日益激烈的市场竞争,如何利用外部机遇,发挥自身优势,快速进行业务拓展成为了公司面临的一个重要问题。 本研究主要运用案例研究法,以中国水务投资公司为对象,运用现代战略 管理的各种工具,对公司面临的外部环境进行分析,明确面临的机遇和威胁,对公司的资源和能力进行总结,找出存在的优势和劣势。在此基础上,利用SWOT工具和波士顿矩阵,提出了公司的业务定位和发展目标,并据此对公司业务范围和拓展模式提出了优化建议。最后,本研究总结归纳出了中国水务投资公司的愿景和使命,并对战略实施保障体系的构建提出了建议。在分析工具上,主要应用了波特五力分析模型、PEST 分析、SWOT 分析、波士顿矩阵等分析工具。 
英文摘要:Water industry is an emerging industry in China. For a long time, urban water supplies have been managed as public welfare, the market and commodity features of water have not been reflected. The low price of industrial and residential water leads to serious waste of water resource. Along with the consummation of socialist market economic system, effectiveness and quality of public goods supply began to be concerned, the market and commodity features of water were gradually realized. In order to take fully advantage of market mechanism to optimize water resource allocation and promote efficiently use of water, the state began the market oriented reform of water affair. This reform, whose main contents are integrated management of water affair, rationalization of water price, and opening of market access, encouraged the social fund and the foreign capital to participate in the urban water affairs investment, and therefore multiplexed the structure of investment. The water industry inevitably entered in the fierce competition pattern. The water investment company C is a state-owned enterprise established in 2004. It’s main business is investment and operation in raw water making and supply, regional water diversion and urban water supply and drainage. The company has held 12 subsidiary companies, daily water supply capacity surpassed 3,250,000 tons, and the sales revenue has reached 1 billion Yuan. Confronted with the trend of marketability reform and intense market competition, how to take advantage of exterior opportunity and inner strength to keep fast business development become a urgent problem to the company. This study concentrate on water investment company C’s expansion strategy, the main research method is case study. Firstly, we adopt modern strategy management tools to make a comprehensive analysis on strength and weakness of the company and the opportunity and threat it faces. On this basis, we use SWOT tool and Boston matrix to propose the company’s positioning and business development goal. According to analysis above, we make suggestion on the optimization of the company’s business scope and development pattern. Finally, we put forward the Mission and Vision of the company and make suggestion on the construction of strategy implement guarantee system. To be specific, we adopt Michael Porter’s Five Forces Model, the PEST model, the SWOT model and the Boston matrix model.
