中文摘要：	电子政务元数据标准是电子政务建设的基础，同时也是数字档案元数据的主要来源。该标准的完善程度影响着档案工作效率和数字档案管理质量，但是现有国内外电子政务元数据研究，大都没有考虑到数字档案管理的需要。因此构建一个便于数字档案管理的电子政务元数据是值得研究的课题。本文主要由以下内容组成。 首先，介绍文章的研究内容、创新点及研究方法、接着概述国内外电子政务元数据的研究现状，然后简要的介绍了电子政务元数据的含义、类型、功能和数字档案管理的内容、含义及要求。 其次，阐述基于数字档案管理的电子政务元数据研究的理论基础，即来源原则、文件连续体理论、前端控制思想和工作流理论等理论，同时阐明基于数字档案管理的电子政务核心元数据的设计流程。 再次，比较国内外主要电子政务元数据与数字档案元数据标准，分析出各种标准的优缺点，并论述这些标准忽视数字档案管理所需元素等问题，接着结合国内电子文件元数据标准中对必备元素规定，找出在电子政务核心元数据标准中的必须具备的数字档案元数据。 最后，根据以上比较分析的结果，结合我国政府信息资源的特点、目前现有的元数据标准等，提出电子政务元数据元素的设计原则，并提出一个基于数字档案管理的电子政务核心元数据建议方案，同时根据国际标准ISO11179中有关元数据的定义方法，定义其中8个属性。最后利用XML Schame对电子政务核心元数据集进行了完整的描述。
英文摘要：	E-Government metadata standard is the foundation of E-Government construction, and at the same time, it is the major source of digital archive metadata. The standard’s profectability exercises a significant influence on the efficiency of archive management and the quality of digital archive management. However, digital archive management is not taken into account in the current domestic and international study of E-Government metadata. Firstly, this paper introduces the content, innovation, and makes a domestic and international review of E-Government metadata research and practice, and then briefly introduces the meaning, type, function of E-Government metadata and the content, meaning and requirement of digital archive management. Secondly, it expounds the basic theory of the E-Government metadata research based on digital archive management, including the principle of sources, the idea of forward control and the theory of workflow etc, and at the same time, expounds the workflow design of E-Government core metadata based on digital archive management. Thirdly, it compares the main standard of E-Government metadata with digital archive metadata, and analyzes their respective strengths and weaknesses. And then combined with the regulation of required elements, find the required digital archive metadata in the E-Government core metadata standard. Finally, according to the previous result of comparative analysis, combined with the feature of Chinese government information resources and the current metadata standard, the paper propose principles of designing e-government metadata element and design E-government core metadata sets based on digital archive management. And at the same time, according to the definition method of international standards ISO11179, the paper defines eight attributes. At the end, XML Schema is used to completely describe e-government core metadata sets.
