| 中文摘要: | 临床前医药研发外包(CRO)是我国近十几年来高速发展新兴行业。但直到现在,国内各企业普遍缺乏严格有效的绩效评价体系,长此以往,不利于企业竞争力的提升和内部控制的加强。随着各企业规模的不断壮大,这一问题显得愈加突出。本文以国内具有代表性的临床前CRO企业——PR新药技术公司为例,针对其主要的业务部门——化学合成部门进行了基于平衡计分卡的绩效评价体系的设计。本文首先阐述了选题的背景和意义,概述了绩效和绩效评价的相关理论,重点介绍了平衡计分卡(BSC)理论;然后针对PR新药技术公司绩效评价状况的现状和问题,对问题产生的原因、引入平衡计分卡绩效评价体系的必要性和可行性作出了分析;接着分析了选择化学合成部门的理由和该部门绩效的特殊性,并结合公司的战略目标分解和平衡计分卡的理念,设计了部门的关键绩效指标体系,继而通过层次分析法予以赋权;最后,在此基础上探讨了绩效评价体系实施的原则、要点和保障措施。本文对绩效评价体系的建立,侧重于体系完整和可操作性。想通过这一实例,把平衡计分卡这一有力工具介绍国内的临床前CRO企业,改善行业目前的现状。 | |
| 英文摘要: | Preclinical CRO is a rapidly growth new industry of China in the past decade. However, the domestic enterprises generally lack the strict and effective performance appraisal systems which bring competitiveness and internal controlling for the enterprises. With the development of the industry, the problem becomes even more prominent. In this paper, PR Company, the domestic representative preclinical CRO business was choose for an example to redesign a BSC performance appraisal system for its synthesis department, the biggest department of the company. This paper firstly describes the background and significance of the topic, and reviewed the theory of performance appraisal, especially about the Balanced Scorecard (BSC) theory. According to the current situation and problems of PR Company’s performance appraisal, the reason to the problems, the necessity and the feasibility of the establishment of the Balanced Scorecard performance appraisal system are detailed analyzed. Then, the paper describes the reason for the synthesis department to be taken for the research object and analyzes the particularity of performance appraisal of this department. Combined with the company’s strategic objectives decomposition and the Balanced Scorecard concept, the department KPI performance appraisal system is designed, and then be empowered by AHP. Finally, the paper discusses the principles, elements and safeguards of the implement of such a performance appraisal system. The performance appraisal system established in the paper emphasizes on its integrity and practicability. Through this example, I am trying to introduce the Balanced Scorecard, such a powerful management tool, to domestic preclinical CRO companies, to help them improve their performance appraisal systems. | |
