中文摘要：	中国能源发展面临的形势决定了发展核电是中国政府的战略选择，日本福岛核事故使核安全成为牵动世界神经的重要问题。核电厂质量保证是核安全的基石，基于业主方的采购质量保证是核电厂质量保证的重要方面，因而也是保证核电厂安全的关键所在。本文以业主方的AP1000核电采购质量保证工作为研究对象，运用项目管理理论与质量保证管理应用相结合方法、理论与实例相结合方法、比较与借鉴方法、典型的案例分析法，展开基于业主方的AP1000核电采购质量保证研究。全文共分六章。第一章是论文的绪论，介绍论文研究背景，分析论文研究背景及意义，并简要说明了论文主要内容及结构。第二章重点介绍项目质量保证相关理论研究和国外采购质保管理借鉴，从理论方面分析出业主方采购质量保证工作的两个重要过程，即业主要加强对供方的采购质量保证要求和对供方的设备监造管理。第三章进行AP1000核电采购质保特性和问题分析。通过典型案例分析，提出基于业主方的AP1000核电采购质保工作的研究两个重要方面，即完善监造质保体系建设，落实关键设备监造。至此，案例分析结果与理论分析结果形成呼应，随后将就这两个方面分别展开论述。第四章论述AP1000核电采购中质保体系建设。选取建立质量保证大纲、对供方项目组织的要求、对供方管理职责的要求等内容作为重点，从业主的角度，论述如何加强AP1000核电设备采购质保体系建设。第五章论述AP1000核电采购中设备监造管理。以监造管理准备、监造法规依据、编制监造技术文件和开展监造活动为重点展开论述，从业主的角度，论述如何加强AP1000核电采购中设备监造管理。第六章是案例分析，作者结合中电投海阳AP1000核电采购质保管理实际案例进行了分析，进一步论证基于业主方的AP1000核电采购质量保证工作的意义。最后，给出结论和进一步研究的建议，指出本文研究的不足之处，并提出进一步研究的内容与方向。
英文摘要：	Situation facing China's energy development determines that the development of nuclear power is a strategic choice of the Chinese government. Japan's Fukushima nuclear accident has become an important issue affecting the world's nerves. Quality assurance is the cornerstone of the nuclear power plant safety. Since quality assurance based on the owner's procurement is an important aspect of quality assurance of nuclear power plant , it is the key to ensure the safety of nuclear power plants. In this paper, AP1000 nuclear power procurement quality assurance of the owner is reseached by the way as follows: the use of project management theory and quality assurance management methods, combining theory and examples of methods, compared with the reference method, the typical case analysis. Expand the AP1000 nuclear power procurement quality assurance study on the owners side. Paper is divided into six parts. The first part is an introduction paper and introduces research background, research background, significance analysis, and briefly describes the main contents and structure. The second part focuses on project theory related to quality assurance and learn from foreign buyers quality management, to analyze the two important aspects of the owner Procurement QA work. The third part is that the characteristics of AP1000 nuclear power procurement and problem analysis. By typical case analysis, the author figures out two important aspects of research AP1000 nuclear power procurement QA work based on the owner. Thus, case studies and theoretical analysis echoing, then the author will start on these two aspects separately. The forth part discusses the AP1000 nuclear power procurement quality assurance system. Select the establishment of quality assurance programs, supply-side project organization at the request of the supplier responsibility as a key requirement, etc., from the perspective of the owners, discussed how to strengthen the AP1000 nuclear power equipment procurement quality assurance system. The fifth part discusses the AP1000 nuclear power equipment procurement supervision management. Focused supervision commenced discussion from preparing supervision management, supervision legal basis, the preparation of technical documentation and carry out supervision activities. Discussed how to strengthen the AP1000 nuclear power equipment procurement supervision management from the perspective of the owners. The sixth part is a case study. combineing procurement QA actual cases of Haiyang AP1000 Nuclear power plant of China Power Investment Corporation. the author analyzes further demonstrate the significance AP1000 nuclear procurement QA work based on the owner. Finally, conclusions and recommendations for further research, point out the inadequacies of this study and propose the content and direction of further research.
