中文摘要:公共图书馆网站是公共图书馆为适应网络环境下的用户需求而搭建的一种新的服务平台。它的出现不仅实现了传统公共图书馆服务在网络环境下的延伸,还丰富了服务形式和服务内容。如今,公共图书馆网站已成为网络环境下用户利用公共图书馆资源和服务的重要渠道,而其所提供的服务功能也成为考量网络环境下公共图书馆信息服务能力的重要内容。 随着互联网技术的发展,公共图书馆网站服务功能也在不断完善,而Web2.0的兴起和发展,更为公共图书馆网站进行服务功能创新注入了新的活力。本研究将围绕Web2.0环境下网站服务所呈现的新特点,从我国公共图书馆网站服务现状出发,结合新环境下用户对公共图书馆网站服务的实际期望,着重从基本服务功能和增值服务功能两方面构建Web2.0环境下的公共图书馆网站服务功能框架,以期为国内公共图书馆网站进行服务功能创新提供参考。具体来讲,本文主要包括如下五个部分的内容: 第一部分,介绍了公共图书馆网站服务产生的背景,对公共图书馆网站服务功能的概念进行界定,归纳五大基本服务功能,并阐述了影响公共图书馆网站服务功能创新的主要因素。第二部分,对我国部分公共图书馆网站基本服务功能的现状以及应用Library2.0理念和技术的情况进行调查;同时,选取部分应用Library2.0技术的国外公共图书馆网站,归纳分析其所尝试的服务功能创新。通过对比分析国内外公共图书馆网站在功能创新方面的差距,指出我国公共图书馆网站创新服务功能的必要性。第三部分,通过问卷调查和数据分析,了解Web2.0环境下用户对公共图书馆网站服务功能的实际需求和期望。 第四和第五部分是本文的重点。第四部分在第二、三部分研究的基础上,从基本服务功能和增值服务功能两个方面,构建Web2.0环境下的公共图书馆网站服务功能框架。基本服务功能主要包括:统一认证、统一检索、电子文献获取、数字参考咨询和知识导航五个功能;增值服务功能主要包括:信息订阅、个人图书馆管理、互动参与和服务拓展五个功能。第五部分结合国内公共图书馆网站现有功能的不足以及影响网站服务功能创新的诸多因素,提出若干完善和创新国内公共图书馆网站服务功能的对策,包括:深化网站服务理念,提供多种服务机制,提高资源整合水平,积极探索合作开发的途径,开发和强化增值服务功能,加强网络环境下的用户研究,重视技术开发人才的能力。 
英文摘要:Public library website is a new kind of service platform set up by public library in order to meet the users’ demand in network environment. The advent of public library websites has not only realized the extension of traditional public library services into cyberspace, but also richened the forms and contents of public library services. Till now, public library websites have become a kind of vital channels for users to utilize the resourses and services of public libraries in network environment. And the service functions provided by public library websites have also become important factors for examing the capacity of network information services of public libraries. With the development of internet technologies, the service functions of public library websites have also being optimized continually. And the advent and development of Web2.0 will energize the innovation of service functions of public library websites even much. This research will put emphasis on establishing a service function framework of public library websites in a Web2.0 environment, based on the understanding of the new features of website services presented in a Web2.0 environment, the current situation of domestic public library website services, and the users’ expectation of service functions of public library websites. The conclusion of this research is expected to be helpful for domestic public libraries to optimize and innovate current services functions of their websites. This paper mainly contains five parts as follows: Part one: Introducing the background of the appearance of public library website services, defining the concept of service functions of public library websites, concluding five basic service functions of them, and expounding main factors influencing the innovation of service function of public library websites. Part two: Selecting part of the domestic public websites, making an investigation on the current situation of service functions provided by these websites, and on the applying situation of the ideas and technologies of Library2.0 in these websites. At the same time, selecting several foreign public library websites which applying Library2.0 technologies successfully, making a conclusion of the innovations attemped by them on services functions. Point out the necessity of innovation on the service functions of domestic public library websites, by comparison and analysis of the gap between domestic and foreign public library websites. Part three: Through questionnaire survey and data analysis, understanding users’ demand and expectation on service functions of public library websites. Part four and Part five are the core contents of this paper. Part four: Based on the conclusion of Part two and Part three, set up a service function framework of public library websites in a Web2.0 environment in respect of basic and value-added service functions. Among it, the basic service functions include unified authentication, union search, electronic literature access, DRS and knowledge navagation; the value-added service functions include information subscription, personal library management, interaction and extension. Part five: Synthetically considering the deficiency of current service functions of domestic public library websites and the influencing factors discussed in Part one, propose several countermeatures for optimizing and innovating the service functions of domestic public library websites in a Web2.0 environment. These countermeatures are as follows: deepening the concept of website service, providing various network service machanisms, improving the level of resource integration, exploring actively the ways of cooperation, strengthening the research on users, and paying great attention to the ability of developing engineers.
