中文摘要：	作为国家鼓励发展的可再生能源，近年来风电项目的开发增速迅猛，2012年中国的风电并网装机规模已超过美国跃居世界第一，发电量超过了1000亿千瓦时，成为继火电、水电之后的我国第三大电源。国家正在积极开展可再生能源消费革命，建设美丽中国，风电在中国仍具有广阔的发展前景和市场空间。但近年来例如弃风等问题的出现，开始困扰中国的风电的发展，已对风电项目的经济性产生了一定的影响。风电的快速发展与其工程后评价的研究现状造成了不协调的局面，对风电项目进行现状分析势在必行。 本文首先介绍了项目后评价的概念、评价特点、基本原则及后评价的主要内容，结合天津大神堂风电场项目的特点，探讨了该项目后评价的方法。基于天津大神堂风电场项目的基础数据，采用后评价中对比分析法、层次分析法及逻辑框架法从项目实施过程和项目生产的效益两个大的方面对该风电项目开展后评价，并对每个环节都开展包括实施过程、实施效果、目标实现程度、项目持续经营能力和项目总结五个方面的评价工作。结果表明天津大神堂风电场项目投资决策正确，符合国家能源结构调整政策和产业结构调整政策；项目施工工期、质量控制、投资控制都基本达到设计要求，实现了建设目标；环境保护达到国家要求；财务效益达到了预期目标；项目具有较高的可持续性。最后本文提出了风电场项目的经验教训及建议措施，为后续风电项目的开发建设提供了宝贵的依据。
英文摘要：	As the renewable energy source encouraged by the country, wind power project grows rapidly in recent years. In 2012, the wind power integration assembly scale in China exceeded that of America and leaped to be top one in the world. Furthermore, the generated energy was over 100 billion kilowatt-hour, becoming the third power supply only after the thermal power and hydropower. The country is lunching the consumption revolution of renewable energy source actively for constructing a beautiful China, and the wind power still enjoys a broad development prospect and market space in China. However, the problems occurred recently, such as the unavailability of wind, start to interrupt the development of wind power in China, and it has already posed certain impact on the economy of the wind power project. Since there is an unmatched situation between the rapid development of wind power and the research status of post project evaluation, it is imperative to analyze the current situation of wind power project. In this thesis, the concept, evaluation characteristics and basic principles of post project evaluation, as well as the main contents of the post evaluation were introduced at first, and then the methods of post project evaluation are discussed by combining the characteristics of Tianjin DaShenTang wind power project. Based on the essential data of this wind power plant project, the post project evaluation was carried out from the project implementation process and project production benefit with the comparative analysis method, analytic hierarchy process and logic framework method in the post evaluation. Furthermore, evaluation of five aspects, including the implementation process, implementation result, target implementation degree, project sustainable operation ability and project conclusion, was conducted for each link. According to the results, the investment in Tianjin DaShenTang wind power plant project was correct, satisfying the energy structure adjustment policies and industrial restructuring policies; the project construction period, quality control and investment control reaches the design requirements basically, and realizes the construction target. The environmental protection reaches the national requirements, the financial benefit reaches the expected target and the project has relatively high sustainability. In the end, the experience and lessons, as well as the suggestions for the wind power project were proposed, which can provide valuable basis for the development and construction of following wind power projects.
