中文摘要:现阶段,我国正处于非常重要的转型时期,政府管理的大项目日益增多、建设创新型国家、建设服务型政府以及管理和应对突发事件都对我国政府提出了更高的要求。特别是作为服务于地区发展的地方政府,其管理结果与国家经济的发展和社会的稳定息息相关。地方政府建设项目导向型的组织模式就是在为了使地方政府的组织模式与地区发展的新要求相适应的背景下提出来的。 随着地方政府组织需要管理的项目活动日益增多,很多活动尚未达到预期的管理效果,其根本原因是组织管理模式与管理能力不适应管理活动的要求,因此从地方政府组织层面建立适合于临时性的、独特性的项目管理活动的组织管理模式,提高地方政府项目导向型组织的管理能力是非常有必要的。如何建立适合以项目活动为主的组织管理模式与管理能力,首先要清楚现有的地方政府组织管理存在哪些不适应大量项目活动要求的地方,这就需要对地方政府项目导向型组织的组织管理状况进行评价。目前有关地方政府项目导向型组织管理能力评价的研究相对较少,我国现有的评价在评价的理论基础、评价指标体系、评价的模型和评价方法上都无法满足以评价地方政府项目导向型组织管理能力为目的的评价。因此本文以现代项目管理理论和组织管理理论为基础,对地方政府项目导向型组织管理能力评价进行了系统的研究。本文综合运用文献研究法、专家访谈法、问卷调查法、规范研究法和统计分析法等多种方法进行研究。在构建评价指标体系和评价理论模型时使用了文献研究法、专家访谈法和规范研究法;在检验评价指标体系时采用了问卷调查法和统计分析法;在对评价方法的研究时采用了规范研究法。本研究的内容与成果包括四个方面:首先,大型经济建设项目、创新型国家建设、建设服务型政府以及管理和应对突发事件这些活动都具有典型的项目特征,因此本文深入探讨了地方政府项目导向型组织管理模式与能力。其次,为了对地方政府项目导向型组织管理能力进行评价,建立了地方政府项目导向型组织管理能力评价指标体系,并通过问卷调查对评价指标进行了修正和调整,形成了最终评价指标体系。再次,本文以项目导向型理论为基础,通过文献研究、实地调研和专家访谈建立了地方政府项目导向型组织管理能力的评价模型。最后,为了有效对地方政府项目导向型组织管理能力进行评价,本文研究提出了地方政府项目导向型组织管理能力的评价方法。通过本文的研究,论文主要形成了以下三个方面的创新点: 1.构建了全新的地方政府项目导向型组织管理能力评价指标体系通过文献研究和专家访谈的方法,构建了地方政府项目导向型组织管理能力评价指标体系,最后识别出了包括组织战略导向、资源配置模式、组织结构、管理机制、组织文化和组织成员能力在内的六项一级评价指标和44项具体评价指标的评价体系,并通过大量的问卷调查对评价指标体系进行了修正和调整,形成了最终的地方政府项目导向型组织管理能力评价指标体系。 2.研究构建了六个维度四个级别的地方政府项目导向型组织管理能力评价模型通过提出构建目标-构建手段-构建模型-优化构建模型的逻辑思路,构建了地方政府项目导向型组织管理能力的评价模型。以本文构建的逻辑框架并结合文献研究与评价指标体系研究结果形成了初始的评价模型,最后通过对三家单位的深入访谈对评价模型进行修正和确认,识别出了包含组织战略导向、资源配置模式、组织结构、管理机制、组织文化和组织成员能力六个维度共包括原始级、初始级、标准级和成熟级四个级别的评价模型。 3.提出了适于地方政府项目导向型组织管理能力评价的方法根据地方政府项目导向型组织管理能力评价模型的独特性,提出了可操作性强且适合地方政府项目导向型组织管理能力评价的方法,包括采用层次分析法确定各个评价指标的权重,通过模糊综合评价法得出各级指标的最终得分,并通过蛛网模型将评价结果表现出来,然后可根据评价结果提供不同的提升策略。虽然评价方法具有一定的主观性,但可通过选取经验丰富的评价专家来避免由于主观因素造成的评价结果与实际情况之间的偏差,从而为评价的科学性提供保障。综上所述,本论文对地方政府项目导向型组织管理能力的评价进行了具有一定开创性的研究,通过研究构建了系统的地方政府项目导向型组织管理能力评价模型与评价方法。 
英文摘要:Currently our country is at a critical stage of social transformation. The dramatically increasing large projects in government administration, building innovation-oriented country, and building service government and emergency management has put forward higher requirements to Chinese government. Local government is particularly important to regional development, its management effectiveness are closely related to national economic development and social stability. In order to make the organization of local government adapt to the requirements of local regional development, Local government needs project-oriented organizations. As the project activities that need the local government organization administrate increase, more and more activities didn’t get their expected administration efficiency. The basic reason is that the organization management mode and management capability wasn’t suit for the need of activity management. So it becomes very necessary for local government to set up appropriate organization to adapt the temporary, unique project management activities of the organization management. How to create an organization or management model suited for the project-oriented activities, we must first make it clear that the present local government organization and its management,especially in which place not suited for the requirements of project activities, and this requires local governments to assess the management capability of project-oriented organizations. At present, studies about assessment of local government project-oriented organization is relatively limited, the existing local government organization assessment index, assessment model and assessment methods can’t be suitable for the purpose of assessing the management capability of local government project-oriented organization. This dissertation will fill the blank areas. This dissertation uses literature research, expert interviews, logical reasoning, normative research method, empirical research and other methods of research. Applied literature research,expert interviews, logical reasoning are employed for building a research framework and assessment index system. The empirical research is used for the inspection of assessment index system; used an empirical research for the examination assessment system; the normative research method is used in the study of the assessment methods. In this dissertation, the content and results include four aspects: First, this dissertation builds project-oriented organization models and discuss theirs management for local government, for project-oriented organization of local government have the basic characteristics of project-oriented organization, and this management mode is very suit for project management, like building an innovative-oriented country, building service government and the emergencies management. Secondly, in order to assess the management capabilities of local government project-oriented organization, this dissertation sets forth an index system to assess management capability of local government project-oriented organization, and carries out a questionnaire survey to adjust the assessment index system. Thirdly, based on the project-oriented theory, this dissertation establishes a model to assess management capabilities of local government project-oriented organization through literature research and on-site investigation. Finally, this dissertation presents the method to assess the management capability of local government project-oriented organization, in order to effectively assess the management capability of local government project-oriented organization. The main innovation points of this dissertation are as follows: 1. A new system for assessing the management capability of the local government project-oriented organization is constructed. This dissertation build an index system for assessment of local government project-oriented organization management capacity by literature research and interviews with experts, and finally identified the 6 first grade assessment index and 44 second grade assessment index assessment system, which include the organizational strategy, resource allocation model, organizational structure, management mechanism, organizational cultural and capacity of organizational members. We form the final management capability assessment index system of local government project-oriented organization by a large number of questionnaire surveys for the assessment index system. 2. A model for assessing the management capability of the local government project-oriented organization is constructed. We build the model to assess the management capability of local government project-oriented organization by presenting the framework - the means to build - build system - optimize the system. Under the logical framework of this dissertation proposed and combined the survey results, and then in-depth interviews with three organizations, we identified a assessment model for assessing local government project-oriented organization management capability which include the organizational strategy, resource allocation models, organizational structure, management mechanism, organizational culture and the ability of organizational members. The assessment model also divided into four levels, which include the original level, the initial level, the standard level and maturity level. 3. The methods for assessing the management capability of the local government project-oriented organization are proposed. According to the uniqueness of local government management project-oriented organization, we propose methods for assessing the management capability of local government project-oriented organization, which is feasible and suitable for local government project-oriented organization. The methods include the use of AHP to determine the weights of each assessment index, the use of the fuzzy comprehensive assessment method to get the final score indicators at all levels, and the use of the cobweb model to show assessment results. Finally, this dissertation offer different promotion strategies by different assessment results. Although the assessment methods are subjective, the bias resulted from the subjectivity can be avoided by selected experienced experts and scientific evaluation is assured. In summary, this dissertation does some innovative researches on management capability assessment of local government project-oriented organization, and establishes a system for assessing the management capability of the local government project-oriented organization.
