中文摘要：	当前，我国市场经济发展迅速，企业之间的竞争变得日益激烈，企业要生存和发展，不仅仅只限于产品、质量、技术的竞争，激烈的市场竞争对企业在如何充分发挥其内部优势的同时有效利用好外部资源，并通过科学的管理实现内外部资源有效结合等方面提出了更高的要求。设备作为企业物质系统的重要组成部分，是企业生产经营的基础。设备维修管理是企业设备管理的重要组成部分。如何科学做好利用外部资源的决策并将其与企业的设备维修管理进行有效融合，符合经济知识时代的设备维修管理需求，是值得设备管理者深入研究的问题。 烟草物流中心作为行业全面建设现代化物流体系的重要节点，对于实现智能仓储、高效分拣和优质送货的三大物流职能起到了直接的决定作用。但是由于物流中心成立时间较短，在设备管理环节实力较为薄弱。随着设备使用年限的增加和作业任务量的加重，设备维修力量和维修模式已经无法满足现有的生产水平要求，设备运行质量的下降直接影响的物流服务水平和运营成本，设备维修管理模式的变革与更新迫在眉睫。 本文首先从物流中心的发展历程入手，运用国内外先进的服务外包和设备维修管理理论，综合分析了服务外包相关理论、外包决策方法和设备维修管理的几种方式；其次，通过对公司设备维修管理现状和存在的问题的介绍，并结合态势分析法（以下简称SWOT分析法）提出了设备维修需要充分利用外部资源的资源整合策略；再次，通过对外聘和外包两种利用外部维修资源的方式进行比选，得出了维修外包的资源整合方案，然后根据成本收益分析理论并结合盈亏平衡分析法得出了维修外包服务经济可行性的盈亏平衡点，同时通过敏感性分析和外包服务计分卡的方式从定量和定性两个方面分析了设备维修外包的成本控制风险和潜在的决策风险并得出了应对策略；最后，将成本分析和风险分析的成果运用到外包服务商的选择和后期管理之中，并通过将全面规范化生产维护管理理念与维修外包服务管理有效结合，达到了提高维修外包服务效果和降低维修外包服务风险的目的。 关键词：维修外包，外包决策，外包管理
英文摘要：	At present，with the rapid development of Chinese market economy， competition among enterprises has become more and more intense．If enterprises want to develop and survive，the intense market have higher requirement for the effective combination between developing internal advantage of enterprises and making full use of external resources on the scientific management，not only products，quality and technology competition．The equipment is the basis of enterprise production and management，which is one important component of enterprise material system．The Equipment Maintenance Management is also an important part of the equipment management of enterprises．It is worthy of the equipment managers going deep into studying on how to make effective combination between scientific decision on external resources and equipment management of internal enterprises to meet the demand under the economic knowledge management age． As an important node of the overall-development modern logistics system of Tobacco Enterprises，the Corporation of Tobacco Logistics is in the critical condition on the realization of the three logistics functions which include intelligent warehouse， high-efficiency sorting and high-quality dispatching．However，because of the short-term foundation，Logistics Corporation is weak in the Equipment Management．As the increase of working hours and quantities，the resources and model of equipment maintenance could not keep pace with the needs of corporation operation level，which has led to the drop of service level and operation efficiency of logistics，therefore，the transformation and renewal of equipment management are acute increasingly． Combining foreign and domestic theory of outsourcing and management on equipment mainentance，this article generally analyzed features of several ways of equipment maintenance and theories of the outsourcing decision．Combining developing experience of logistics corporation，this article led resource outsourcing theory into the practice of equipment maintenance under analyzing current situation and questions of corporation equipment management．Combining the ways of breakeven analysis and cost benefit analysis，this article analyzed the feasibility of equipment maintenance outsourcing from quantitative ways，having obtained the result of BEP about maintenance outsourcing service．Meanwhile，combining the ways the sensibility analysis and outsourcing scorecard，this article analyzed the mainentance outsourcing risk of cost control and potential decision from qualitative and quantitative ways．At last，through utilizing the gained results into the management and selection of outsourcing service providers and combining the management concept of TNPM with outsourcing service management，the corporation has realized the goal of raising efficiency of maintenance outsourcing service and declining outsourcing risk． Key words: Maintenance outsourcing，The outsourcing decision，Outsourcing management
