中文摘要:组织项目管理成熟度模型(OPM3)是美国项目管理协会(PMI)设计的,基于项目管理知识体系(PMBOK)的,研究如何通过项目管理的可持续改善机制,为提高组织项目管理质量,来帮助组织达到项目目标,从而得以实现组织的战略目标的一个框架。 项目管理成熟度模型是近年来世界范围内项目管理领域研究的热点,可以帮助组织改善项目管理能力和水平。随着我国IT产业的蓬勃发展,目前IT产业已成为我国国民经济发展的重要支柱之一。IT开发与服务企业是项目主导型组织,IT项目的管理水平成为了衡量其项目管理的重要手段。实施和提高其组织项目管理成熟度可以全方位的解决IT产业项目管理中存在的诸多问题。但由于组织项目管理成熟度模型是基于西方国家的文化背景下建立起来的,有许多我国独有的特殊环境没有考虑到,因此,如何将现有的组织项目管理成熟度模型进行改善,并将其应用于我国的IT产业项目管理领域中,是今后研究的重点。 本文首先对项目管理的概念、项目管理的过程、项目管理的知识领域进行了介绍。其次,对战略项目管理和IT项目管理的特征进行了分析。随后,回顾了组织项目管理成熟度模型的发展历史,简要介绍了国际上比较流行的几种成熟度模型。最后,详细研究和阐述了组织项目管理成熟度模型(OPM3)的相关理论,指出了此模型是组织在项目管理领域由成熟度的初级阶段走向高级阶段、从无序的到有秩的一系列的过程,解释了OPM3如何为我国的IT企业项目管理起到帮助和促进的作用。 举例说明了MMIT开发与服务公司项目管理的存在的诸多问题,并进行分析和研究,通过实施组织项目管理成熟度模型(OPM3)的整个过程,来讨论组织项目管理成熟度模型如何在IT企业中应用。之后,更进一步的提出了实施此模型过程中的问题和策略。 
英文摘要:Organizational project management maturity model (OPM3) is a framework, which designed for Project Management by American Project Management Institute (PMI), based on Project Management Body Of Knowledge (PMBOK) Guide, to study how to improve the project management through Continuous Improvement mechanisms, to improve the quality of organizational project management to help organizations achieve the project objectives, and thus to achieve organizational strategic objectives. Project Management Maturity Model is a popular research field of project management worldwide in recent years. It can help organizations to improve project management capabilities and standards. With the vigorous development of China IT industry, it has become an important pillar of China's national economic development. IT Development and Service Company is project oriented organization; the capabilities of IT project management have become an important approach to measure its project. Implement and improve project management maturity can solve the most existing problems of project management. Due to OPM3 is established on the cultural of Western countries, many our country unique is not taken into account the special circumstances. Therefore, how to improve the existing OPM3, and apply it to the field of project management of IT industry in our country, is the focus of future research. In this thesis, the concept, knowledge areas, and process of project management is introduced firstly. Secondly, the strategic project management and IT project characteristics were analyzed. Then, recalling the history of OPM3, introduce some popular Project Management Maturity Models briefly. Finally, studies and describes OPM3 theory detailed. Pointing out that this model is the organization from the primary stage to the advanced stage of maturity, from disorder to have the rank of a series process in the field of project management. Explaining how OPM3 work for our IT enterprise project management and promote the role of its development. This paper illustrates the many problems MMIT Development and Services Company in project management function, and makes an analysis and research of it. Through the implementation of OPM3 whole process, the paper discusses how to apply OPM3 for IT company. Thereafter, a further embodiment of this model is proposed for implement process and policy issues.
